<br />At a Regular Meeting of the City Council on Tuesday, June 22, 2021, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg.
<br />
<br />Mayor Glover asked for a moment of silence for all the lives lost during the Covid-
<br />19 pandemic, which was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of
<br />a Virtual Called Meeting of June 7, 2021, of a Virtual Called Meeting of June 8, 2021, of
<br />a Virtual Meeting of June 8, 2021, and of a Virtual Called Meeting of June 14, 2021, and
<br />was adopted by the following vote:

<br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
<br />Nays: None

<br /> Presentation of a proclamation to Deloris Overton Short.

<br />
<br />21 - 185 - Invitation for bids for a wireless facilities franchise.
<br />
<br />21 - 186 - Public hearing on wireless facilities agreements:
<br />
<br />Adoption of ordinances accepting the bids submitted by (a) Lumos Networks Inc. d/b/a
<br />Segra and (b) Level 3 Communications of Virginia, Inc. for Non-Exclusive Fiber
<br />Franchise Agreements having terms of seven years with annual renewals thereafter.
<br />
<br />(a) Adoption of an ordinance (Lumos Network Inc. d/b/a Segra).
<br />
<br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE ACCEPTING THE BID SUBMITTED BY LUMOS NETWORKS INC. DBA
<br />SEGRA FOR A NONEXCLUSIVE FIBER FRANCHISE AGREEMENT HAVING A TERM
<br />OF SEVEN YEARS WITH ANNUAL RENEWAL TERMS OF ONE YEAR EACH
<br />AUTHORIZING THE PLACEMENT OF FIBER FACILITIES WITHIN THE CITY’S
<br />PUBLIC WAYS.”

<br /> (b) Adoption of an ordinance (Level 3 Communications of Virginia, Inc.).
<br />
<br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE ACCEPTING THE BID SUBMITTED BY LEVEL 3 COMMUNICATIONS
<br />OF VIRGINIA, INC. FOR A NONEXCLUSIVE FIBER FRANCHISE AGREEMENT
<br />HAVING A TERM OF SEVEN YEARS WITH ANNUAL RENEWAL TERMS OF ONE
<br />YEAR EACH AUTHORIZING THE PLACEMENT OF FIBER FACILITIES WITHIN THE
<br />CITY’S PUBLIC WAYS.”
