<br />June 22, 2021 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 22, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 182 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, June 22, 2021 for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />21 - 183 - The following items were discussed in Public Work Session: <br /> <br />1. Reports/Updates by the City Attorney’s Office <br /> <br /> Broadband Discussion - Kelsey Swieringa, Assistant City Attorney <br /> <br />-Councilman Whitaker asked that Council be updated regularly on any <br />contracting with regards to the fiber ring. <br /> <br />-Councilman Battle asked to get a break down of the savings to the city. <br /> <br /> Stipend for Boards and Commissions - Burle Stromberg, Interim City Attorney <br /> <br />-There was a majority consensus (4-3 Vice Mayor Barnes, Councilman <br />Woodard, Councilman Whitaker) of City Council to not pay a stipend to <br />members of the Portsmouth Port and Industrial Commission, Portsmouth <br />Redevelopment and Housing Authority, Economic Development Authority, and <br />Planning Commission. <br /> <br /> Legislative Update – Marijuana - Burle Stromberg, Interim City Attorney <br /> <br /> Other Activities of the City Attorney’s Office - Burle Stromberg, Interim City <br />Attorney <br /> <br /> Councilman Whitaker asked for a report on the legality of requesting a supermajority <br /> <br />of signatures to petition for the recall of an elected official. <br /> <br /> Interim City Attorney Stromberg informed City Council he would provide that <br />information at the next meeting. <br /> <br />21 - 184 - Motion by Mr. Barnes, and seconded by Mr. Moody, to go into a closed meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation <br />with legal counsel pertaining to actual or probable litigation, where such consultation or <br />briefing in open meeting would adversely affect the negotiating or litigating posture of the <br />City, specifically regarding the Interim City Attorney’s general report of the activities of his <br />office; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering appointments to Boards and Commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Mr. Barnes, and seconded by Dr. Whitaker, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br /> <br /> <br /> <br /> <br /> <br />
