June 8, 2021 <br /> <br />EXPIRATION: <br />7. In accordance with Section 40.2-533(K)(2) of the <br />Portsmouth Zoning Ordinance, the period for expiration of this use permit in the event the <br />requirements of Section 40.2-533(K) are not satisfied is hereby extended from the <br />standard two (2) years to six (6) years from the date of approval of this Use Permit by City <br /> <br />Council. <br /> <br />REVOCATION OF PERMIT: <br />8. Violation of any of the conditions set forth <br /> <br />herein may serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: Barnes, Whitaker <br /> <br />- City Manager’s Report - <br /> <br />21 - 170 - Adoption of an ordinance accepting Community Development Block <br />Grant funding from the Department of Housing and Urban Development in the <br />amount of $23,783 and appropriating said sum in the FY 2022 Community Planning <br />and Development Fund Budget for use in implementing the Annual Action Plan. <br /> <br />Background: <br /> <br /> As part of the FY 2022 budget adoption process, the City’s budget was approved <br />with expected HUD entitlement and program income funding for the CDBG program. <br /> <br /> As part of the FY 2022 budget adoption process, the City originally expected a <br />CDBG entitlement of $1,613,918. <br /> <br />Discussion: <br /> <br /> The US Department of Housing and Urban Development (HUD) revised the <br />allocation for CDBG after adoption of the budget. The revised allocation of CDBG is <br />$1,637,701, which is $23,783 more than expected. <br /> <br /> The additional funds need to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. <br /> <br /> These changes will ensure consistency between the actual revenue received and <br />the adopted City budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMMUNITY DEVELOPMENT BLOCK GRANT <br />FUNDING FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT IN <br />THE AMOUNT OF $23,783 AND APPROPRIATING SAID SUM IN THE FY 2022 <br />COMMUNITY PLANNING AND DEVELOPMENT FUND FOR USE IN IMPLEMENTING <br />THE ANNUAL ACTION PLAN.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 171 - Adoption of an ordinance to amend Section 10-108 and Section 10-112 of <br />Chapter 10 of the Code of the City of Portsmouth, Virginia to formally change the <br />name of Voting Precinct Number 25 to “Waterview Elementary School” and to <br />formally change the name of Voting Precinct Number 29 to “Manor High School”. <br /> <br /> <br /> <br /> <br /> <br /> <br />
