June 8, 2021 <br /> <br />21 - 173 - Items Submitted by Council Members <br /> <br /> <br /> Adoption of an ordinance modifying Ordinance 2020-102 adopted on October 13, <br />2020 and the emergency procedures established thereunder to ensure the <br />continuity of local government during the COVID-19 pandemic and terminating the <br />said ordinance effective June 30, 2021. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE MODIFYING ORDINANCE 2020-102 ADOPTED ON OCTOBER 13, <br />2020 AND THE EMERGENCY PROCEDURES ESTABLISHED THEREUNDER TO <br />ENSURE THE CONTINUITY OF LOCAL GOVERNMENT DURING THE COVID-19 <br />PANDEMIC AND TERMINATING THE LOCAL DECLARATION OF EMERGENCY DUE <br />TO COVID-19 EFFECTIVE JUNE 30, 2021.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to provide a 2% wage <br />increase to the City Clerk, and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Glover <br />Nays: Barnes, Whitaker, Woodard <br /> <br /> <br />-Ms. Lucas-Burke spoke on the following: <br />th <br /> <br />-137 Commemorative Memorial Day Event. <br /> <br />-Recognition of women in leadership roles in the City. <br /> <br />-Start of Sunset Thursday. <br /> <br />-Reopening of Atlantic Union Bank Pavilion. <br /> <br />-Juneteenth Holiday. <br /> <br /> <br />-Vice Mayor Barnes spoke on the following: <br /> <br />-Opening of Welcome Center at the Sports Hall of Fame. <br /> <br />-Ribbon cutting for meditation garden. <br /> <br />-Ribbon cutting for Ms. Bertha’s Place. <br /> <br />-Valor Awards ceremony. <br /> <br />-Vaccination clinic sponsored by Hampton University. <br /> <br />-Start of Portsmouth Little League All Stars, Saturday, June 12, 2021. <br /> <br /> <br /> <br />-Vice Mayor Barnes spoke on the tall grass on Greenwood Drive. <br /> <br /> <br /> City Manager Jones informed City Council that staff is trying to find the best legal <br />recourse as well as financial recourse to ensure the City is not taking responsibility <br />of cutting grass on private property. <br /> <br /> <br />-Mr. Moody asked for consensus to have staff come back with a feasibility study on <br />moving the Confederate Monument to Oak Grove Cemetery. <br /> <br /> City Manager Jones and Interim City Attorney Stromberg will come back with an <br />update at the next Public Work Session. <br /> <br /> <br />-Mayor Glover spoke on the following: <br /> <br />-Flag Day on June 14, 2021. <br /> <br />-Clean the Bay Day. <br /> <br />-Reopening of City Hall on June 7, 2021. <br /> <br />-City Council will reconvene in City Council Chamber on June 22, 2021. <br /> <br />21 - 174 - Report on Pending Items <br /> <br /> <br /> City Manager Jones asked that City Council provide feedback on tentative list of Work <br />Session topics. <br /> <br /> <br /> <br /> <br /> <br /> <br />
