<br />June 8, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, June 8, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, *Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 166 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 5:00 p.m., Tuesday, June 8, 2021 for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> <br />-Mayor Glover made the following statement: <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 8 day of June <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 167 - The following items were discussed in Public Work Session: <br /> <br />1. Broadband Update - Daniel Jones, Chief Information Officer <br /> <br /> Councilman Whitaker asked that information be provided at the next Work <br />Session on the following: <br /> <br />-Structure of the Portsmouth Broadband Authority and responsibilities. <br /> <br />-Cost of infrastructure and source of funding. <br /> <br />-Is the network on public/private property or a mix of both? <br /> <br />2. City Attorney/Assessor Hiring Process - <br /> <br /> There was a consensus of City Council to have a closed meeting on Tuesday, <br />June 15, 2021 to review applicants for the positions of City Attorney and City Assessor. <br /> <br />3. City Council Liaison Reports <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Virginia First Cities Annual Meeting Update. <br /> <br /> <br />-Councilman Whitaker asked and received a consensus of City Council to discuss the <br />changes to the Charter with regards to Section 3.11 - noninterference and Section <br />12.09 - recall of elected officers. <br /> <br />-Interim City Attorney Stromberg informed City Council that he was moving ahead <br />with the change in the Charter regarding Section 3.11 - noninterference and would <br />provide a redraft of Section 12.09 - recall of elected officers. <br /> <br />21 - 168 - Motion by Mr. Barnes, and seconded by Dr. Whitaker, to go into a closed <br />electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 <br />A.1 and City Council Ordinance 2020 - 102 for the purpose of discussing and considering <br />appointments to boards and commissions and discussing the performance of City Council <br />appointees. <br /> <br />The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
