<br />ii. Temporary outdoor storage may be allowed in an outdoor storage area that is no
<br />larger than 25 percent of the buildable area of the lot, located behind or to the side of the
<br />principal structure, and screened in accordance with Sec. 40.2-305 Fences and Walls.
<br />The height of materials and equipment stored shall not exceed the height of the screening
<br />fence or wall.
<br />iii. The use shall locate outdoor storage areas to the rear of the principal structure
<br />and be screened in accordance with Sec. 40.2-304(F) Screening.
<br />iv. The height of materials and equipment stored shall not exceed the height of the
<br />screening.
<br />
<br />(b) No heavy manufacturing, as defined and categorized in the Portsmouth Zoning
<br />Ordinance, shall take place on the premises at any time.
<br />
<br />(c) The parking area must comply with all City standards including surfacing, striping,
<br />drainage, and landscaping.
<br />
<br />(d) A sign permit must be obtained prior to the establishment of any new signage on
<br />the property.
<br />
<br />(e) All required inspections must be performed by, and any required Certificate of
<br />Occupancy obtained from, the City Department of Permits and Inspections prior to
<br />commencement of the operation of the approved use.
<br />
<br />(f) The development must include a dumpster that complies with all relevant state and
<br />local codes, including without limitation Portsmouth City Code Section 40.2-304(F)(5),
<br />and including without limitation surfacing, setback, and screening requirements.
<br />
<br />(g) All required federal, state and/or local permits must be obtained prior to
<br />commencement of the approved use and maintained at all times during continuation of
<br />the use, and the use must be conducted in compliance with all applicable codes,
<br />ordinances, and regulations of federal, state and local government.
<br />
<br />(h) All taxes/fees associated with the property and/or the proposed use must be paid
<br />when due, as determined by the City Treasurer.
<br />

<br />56.916 acres at 3560 Victory Blvd., 0 Campus Dr., 0 Victory Blvd., 0
<br />Village Way, 111 Campus Dr., 0 Freedom Ave., 271 Freedom Ave.,
<br />175 Freedom Ave., and 3606 Victory Blvd. to an entertainment
<br />overlay district within the High Intensity Mixed-Use (MU-H) zoning
<br />district. The Future Land Use Map of the Build One Portsmouth
<br />Comprehensive Plan designates this property for Mixed-Use
<br />Employment. The property is owned by the Economic Development
<br />Authority. Planning Commission recommends approval. Deferred
<br />from the May 11, 2021 City Council meeting.
