<br />May 25, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, May 25, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 149 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 5:00 p.m., Tuesday, May 25, 2021 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 25 day of May <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 150 - The following items were discussed in Public Work Session: <br /> <br />1. Bon Secours Maryview Hospital Update - Katie Brinn, President, Bon Secours <br />Maryview Medical Center <br /> <br />-Vice Mayor Barnes asked if there was a relationship with the Portsmouth <br />Redevelopment and Housing Authority and asked what that relationship looked <br />like. <br /> <br /> Ms. Brinn said that she would provide a follow up to the inquiry. <br /> <br />2. Collective Bargaining Update - Derek Challenger, Assistant City Attorney <br /> <br /> There was a consensus of City Council to allow City Manager Jones to reconvene <br />a work group that’s representative of all employee groups and come back with next <br />steps on how to move forward before August 29, 2021. <br /> <br />-Councilman Whitaker asked that the report back include the history of <br />management labor relations in Virginia. <br /> <br />3. City Council Liaison Reports <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Hampton Roads Regional Jail Update. <br /> Councilman Whitaker asked Interim City Attorney Stromberg to provide a <br />o <br />report back on the feasibility of acquiring the regional jail. <br /> <br />-Councilman Whitaker - <br /> <br /> Meeting with City Attorney’s Office regarding minority contracting.
