April 27, 2021 <br /> <br />Appointment of Nathan Woodard, Director of Behavioral Healthcare: <br />Community Criminal Justice Board <br />Community Policy & Management Team <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to close nominations and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 135 - Items Submitted by Council Members <br /> <br /> Adoption of an ordinance confirming and continuing Ordinance 2020-102 adopted on <br />October 13, 2020 and the emergency procedures established thereunder to ensure <br />the continuity of local government during the COVID-19 Pandemic. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. 50141, suggested a hotline for real time issues. <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE CONFIRMING AND CONTINUING ORDINANCE 2020-102 ADOPTED <br />ON OCTOBER 13, 2020 AND THE EMERGENCY PROCEDURES ESTABLISHED <br />THEREUNDER TO ENSURE THE CONTINUITY OF LOCAL GOVERNMENT DURING <br />THE COVID-19 PANDEMIC.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-Brighton Elementary School Celebrity Readers. <br /> <br />-Tidewater Community College ribbon cutting ceremony for the Foodbank and <br />Student Resource Improvement Center. <br /> <br />-Grand Opening of Wawa. <br /> <br />-Cradock Earth Day Event. <br /> <br /> Vice Mayor Barnes asked that City Manager Jones provide information on what <br /> <br />impact would be to the budget to include payments to members of the Planning <br />Commission, Portsmouth Port and Industrial Commission, Portsmouth <br />Redevelopment and Housing Authority and the Economic Development Authority. <br /> <br /> Vice Mayor Barnes asked that staff look into having students come up with ideas for <br /> <br />a new City logo. <br /> <br /> Mayor Glover asked that City Manager Jones along with the Marketing and <br /> <br />Communications Department and perhaps the schools collaborate to create a new <br />City logo. <br /> <br /> Ms. Lucas-Burke spoke in the following: <br /> <br /> <br />-Magnetic name badges for City Council. <br /> <br />-Mayor Glover’s tour with the Navy and thanked him for representing the City well. <br /> <br />21 - 136 - Report on Pending Items <br /> <br /> Dr. Whitaker, as part of the Legislative Package, asked that City Council consider <br /> <br />removing the criminal liability language of the City Charter Section 3.01 <br />noninterference clause. <br /> <br />21 - 137 - Non-Agenda Speakers <br /> <br />1.
