April 27, 2021 <br /> <br /> <br /> The Continuum of Care (CoC) Program is designed to promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers and State and local governments to quickly rehouse homeless individuals and <br />families while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and effect utilization of <br />mainstream programs by homeless individuals and families; and optimize self-sufficiency <br />among individuals and families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> Portsmouth DSS is the Lead agency for the CoC and has received a Planning <br />Grant in the amount of $38,410 for eligible planning activities. <br /> <br /> The grant requires local match contributions that can be cash, in-kind, or a <br />combination of both. For the match to be counted as cash or in-kind, amounts must be <br />used for CoC Planning eligible activities. For CoC Planning projects, the match must be <br />equal to or greater than 25 percent of the total grant request. <br /> <br /> <br /> The required local match of $9,602 is accounted for as part of DSS Budget. <br /> <br />Financial Impact: <br /> <br /> The required local cash match of $9,602 has been previously appropriated to the <br /> <br />FY 2021 Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PLANNING GRANT FUNDING IN THE AMOUNT OF <br />$38,410 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />THROUGH THE PORTSMOUTH HOMELESS AREA CONSORTIUM CONTINUUM OF <br />CARE AND APPROPRIATING SAID AMOUNT TO THE FY 2021 GRANTS FUND FOR <br />USE BY THE DEPARTMENT OF SOCIAL SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 133 - Adoption of a resolution to amend the Cost Allocation Agreement <br />between the Cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, <br />and Virginia Beach, and the Transportation District Commission of Hampton <br />Roads. <br /> <br />Background: <br /> <br /> <br /> The City of Portsmouth, along with the Cities of Chesapeake, Hampton, Newport <br />News, Norfolk, and Virginia Beach and the Transportation District Commission of <br />Hampton Roads (“HRT”) are parties to the Cost Allocation Agreement, effectively dated <br />October 1, 1999. <br /> <br /> This Allocation Agreement, among its other provisions, defines how state and <br />federal funding received by HRT is allocated to the Participating Cities for the capital and <br />operating costs associated with acquiring, consolidating, rehabilitating, operating, and <br />expanding public transportation facilities and services for the Hampton Roads region. <br /> <br /> On June 9, 2020, Council adopted a resolution to modify and amend the Allocation <br />Agreement so that HRT could help mitigate adverse financial impacts to it and the other <br />Participating Cities until June 30, 2021. <br /> <br /> HRT intends to continue to help Portsmouth and the other member localities <br />mitigate the adverse financial impact by strategically allocating HRT’s eligible state and <br />federal funding to reduce the localities’ net contributions to HRT for FY 2022. <br /> <br /> <br /> <br /> <br /> <br />
