April 27, 2021 <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will proceed with developing and/or modifying the authorized <br />programs and the City will proceed with obtaining a new Disparity Study. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to defer Item 21-129 <br />to the May 25, 2021 City Council Meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 130 - Adoption of an ordinance accepting the amount of $550,321 from the U.S. <br />Department of Housing and Urban Development (HUD) through the McKinney- <br />Vento Act Homeless Assistance Competition Grants Fund Award for the Shelter <br />Plus Care Grant Program and appropriating said amount into the FY 2021 Grants <br />Fund for use by the Department of Behavioral Healthcare Services. <br /> <br />Background: <br /> <br /> On April 6, 2021, Portsmouth Continuum of Care was notified that PDBHS was <br />awarded $550,321 toward the renewal of the Shelter Plus Care Program. <br /> <br /> The grant period is effective April 1, 2021, through March 31, 2022. <br /> <br />Discussion: <br /> <br /> As an integral component of the Portsmouth Continuum of Care Housing Plan, the <br />Shelter Plus Care Program has provided an opportunity for affordable, permanent and <br />safe supportive housing choices to over 156 homeless citizens since 1994. There are <br />currently 64 individuals with 51 single adults and 7 families including adults and (13) <br />children in the Shelter Plus Care Program. <br /> <br /> The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, support groups, and financial management while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, intellectual/developmental, and substance abuse disabilities. <br /> <br /> This program is an integral part of the City of Portsmouth’s ten-year plan to end <br />homelessness and has contributed favorably by proving to be a positive influence in the <br />effort to improve neighborhood quality, economic development and fiscal strength of the <br />city. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant requires a local match of $137,580, which will be satisfied through <br />services provided by the Portsmouth Department of Behavioral Healthcare Services. <br /> <br />Recommended Action <br /> : <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE AMOUNT OF <br />$550,321 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />AND APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO PROVIDE <br />SUPPORTIVE SERVICES TO CHRONICALLY HOMELESS AND AT RISK <br />PORTSMOUTH RESIDENTS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
