<br />April 27, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, April 27, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, *Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 124 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 5:00 p.m., Tuesday, April 27, 2021 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 27 day of April <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 125 - The following item was discussed in Public Work Session: <br /> <br />1. Budget Discussions - Angel Jones, City Manager <br /> <br /> There was a consensus of City Council to concur with the recommendations put <br />forth in a report back provided by City Manager Jones for the following: <br /> <br />-Increase of $75,000 to the Economic Development Travel Budget. <br /> <br /> <br />-Portsmouth Public Schools funding request of $2M additional over proposed <br />budget of $58.8M. <br /> <br /> <br />-$2M investment in recreation projects. <br /> <br /> <br />-Capital Projects, Turf Field, Field Houses, New Middle School Facilities. <br /> <br /> <br />-3% General Wage Increase. <br /> <br /> <br />-$11 minimum wage increase (Part-time, Seasonal and Temporary Staff) <br /> <br /> <br />-Before and after School Programs and Youth and Adult Services. <br /> <br /> <br />-Sportsplex. <br /> <br /> <br /> There was a consensus of City Council to have City Manager Jones come back <br />with a briefing on the analysis of the water towers to include the timeline and <br />whether this analysis will be conducted in-house or by a contractor. <br /> <br /> There was a consensus of City Council to remove the $430,000 HRA for retirees <br />from the FY2022 budget. <br /> <br /> There was a consensus of City Council to not include a “one-time” bonus for <br />retirees in the FY2022 budget. <br /> <br /> There was a consensus of City Council to have a report back provided on the <br />additional supplemental allowance for the Fire and Police Retirement System and <br />the Portsmouth Supplemental Retirement System. <br /> <br /> Councilman Whitaker asked that the dollar amount be provided associated with <br />vacancies. <br /> <br />2. Annual Action Plan - Jeffrey Crimer, Senior Planner <br /> <br /> There was a consensus of City Council to have City Manager Jones come back <br />with a strategic plan to set aside funding for the expansion of the homeless facilities <br />to include mental health and employment resources. <br /> <br /> <br /> <br /> <br /> <br />
