<br />At a Virtual Meeting of the City Council on Tuesday, April 13, 2021, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg.

<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Mayor Glover made the following statement:
<br />
<br />
<br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due
<br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration
<br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus
<br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the
<br />th
<br />Portsmouth City Council is being held by video conference on the 13 day of April, 2021
<br />without a quorum present in the City Council Chamber in order to reduce the likely spread
<br />of the coronavirus. Each city council member is participating from their home and I am in
<br />the City Council Chamber. This meeting is being held in accordance with Portsmouth City
<br />Ordinance 2020-102.”

<br /> Motion by Dr. Whitaker, and seconded by Mr. Moody, to approve the minutes of a
<br />of a Special Virtual Called Meeting of March 18, 2021, of a Virtual Called Meeting of
<br />March 23, 2021, of a Virtual Meeting of March 23, 2021, and of a Special Virtual Called
<br />Meeting of April 5, 2021, and was adopted by the following vote:

<br />- Public Hearing -
<br />
<br />
<br />21-112(a) Public hearing to consider the Annual Operating Budget for FY2022.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of fully funding the
<br />schools, and with eliminating the supplement and HRA payments to retirees. He also
<br />supported delaying increases to employees until November 1, 2021 and asked that
<br />City Council be conservative with spending.
<br />
<br />(b) Public hearing on the recommended 2022-2026 Capital
<br />Improvement Program.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that provision be made to address
<br />the capital expenditure requests from the schools.
<br />
<br />(c) Public hearing on proposed changes to Rates and Levies for the
<br />Fiscal Year ending June 30, 2022.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, proposed that City Council look at
<br />increasing water and sewage rates to 9%.
<br />
<br />21 - 113 - Public hearing on use permit applications:
<br />
<br />(a) UP-21-01 MOUNT HERMON - Robert C. Barclay, IV, Esquire of Cooper,
<br />Spong and Davis, PC, on behalf of the Mount Hermon Community
<br />Improvement Foundation, requests a Use Permit at 3001 High Street
<br />for an entertainment establishment. The property is zoned General
<br />Mixed Use, GMU. The Build One Portsmouth Comprehensive Plan
<br />recommends commercial development. Planning Commission
<br />recommends approval with conditions.
<br />
<br />1. Robert Barclay, 200 High Street, presented the application.
