<br />April 13, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, April 13, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 109 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 5:00 p.m., Tuesday, April 13, 2021 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 13 day of April <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 110 - The following item was discussed in Public Work Session: <br /> <br />1. Budget Discussions - Trey Burke <br /> <br /> Vice Mayor Barnes requested the following items be included in budget: <br /> <br />-$2 million for the youth. <br /> <br />-Funding for field houses and field turfs for schools. <br /> <br />-Funding for additional little league baseball fields. <br /> <br />-Funding for the Economic Development Department. <br /> <br />-Funding for new middle school. <br /> <br /> Councilman Battle asked that funding be included for after school programs. <br /> <br /> Councilman Whitaker asked that City Manager Jones provide a report back that <br />included funding for the field houses and field turfs, as well as, funding for a new <br />middle school. <br /> <br /> Councilwoman Lucas-Burke asked that staff include collective bargaining into the <br />budget <br /> <br /> Councilman Moody asked that funding be provided for water towers and also to <br />neighborhoods with flooding issues. <br /> <br /> Councilman Woodard asked that funding be provided for the SportsPlex and also <br />for tourism. <br /> <br /> Councilman Whitaker inquired to the number of vacancies in the City and the <br />savings amount due to the vacancies. <br /> <br />-Mimi Terry, Chief Financial Officer, provided the number of vacancies but would <br />provide a report back on the amount in savings. <br /> <br /> Vice Mayor Barnes asked that funding be provided in the budget that would allow <br />at least $100 payment per meeting to certain board and commission members. <br /> <br />21 - 111 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />electronic meeting pursuant to Virginia Code subsection 2.2-3708.2 A.3 and City Council <br />Ordinance 2020 – 102 and: <br /> <br /> (A) Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussing and <br />considering appointments to Boards and Commissions; and <br /> <br /> <br /> <br /> <br />
