<br />March 23, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, March 23, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 95 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 5:00 p.m., Tuesday, March 23, 2021 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />rd <br />of the Portsmouth City Council is being held by video conference on the 23 day of March <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 96 - The following items were discussed in Public Work Session: <br /> <br />1. EPA Superfund Regulations Report Back - Lisa Denmark, Remedial Project <br />Manager, Environmental Protection Agency (EPA) / Christopher Thomas, Superfund <br />Redevelopment Coordinator, EPA <br /> <br />2. Rush Street Development Agreement - Jeff Miller, Assistant City Attorney / Robert <br />Moore, Economic Development Director <br /> <br />3. Measures to Address Disparity Report Back - Burle Stromberg, Interim City Attorney <br /> <br />-Councilman Whitaker asked that staff bring back an ordinance changing the <br />language of Virginia Code Section 12.176 from “purchasing administrator” to City <br />Manager or designee of the City Manager. <br /> <br />-Interim City Manager Pace will initiate a Request for Proposal (RFP) for the <br />Disparity Study. <br /> <br />21 - 97 - Motion by Mr. Barnes, and seconded by Dr. Whitaker, to go into a closed <br />electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 <br />A.1 and City Council Ordinance 2020 - 21 for the purpose of discussing and considering <br />appointees to boards and commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Mr. Barnes, and seconded by Dr. Whitaker, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br /> <br /> <br /> <br /> <br /> <br />
