March 9, 2021

In addition to our usual video recording of this hearing, we have a court reporter who will
develop a verbatim transcript of this evening’s hearing. In this regard, all speakers during
this hearing are asked to speak as clearly as possible. All speakers are asked to be
recognized before speaking.

Members of City Council, it is recommended that each speaker be given ample
opportunity to speak and provide any evidence. City Council will only consider those
charges that were included in the February 26, 2021 letter that City Council sent to each
Commissioner in questions.

We will begin with the City Clerk reading for the record the February 26, 2021 letter that
the Commissioner received.

Then the Commissioner will have the opportunity to address City Council.

Councilmembers may – upon recognition – ask questions at the end of that particular
commissioner’s presentation.

Once all commissioners have completed their individual hearing before City Council, this
body will decide whether it would like to entertain a motion to go into closed session to
discuss whether or not to remove the commissioners, or decide to discuss publicly.

It is Council’s intention to publicly vote on the question of the removal of the
commissioners during this meeting.

We will now proceed with the actual hearing, and will hear the commissioners in this
order:

Edward Barham IV
Sean Prince

Commissioner Edward Barham IV offered a rebuttal to his proposed removal from
PRHA Board, and provided documentation on his behalf.

Commissioner Sean Prince offered a rebuttal to his proposed removal from PRHA
Board, and provided documentation on his behalf.

Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to retain the services
of Commissioner Edward Barham IV and Commissioner Sean Prince.

Mr. Moody withdrew his previous motion and offered the following motion:

Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to not remove
Commissioner Edward Barham IV from the PRHA Board, and was adopted by the
following vote:

Ayes: Battle, Lucas-Burke, Moody, Woodard, Glover
Nays: Barnes, Whitaker

Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to not remove

Commissioner Sean Prince from the PRHA Board, and was adopted by the following vote:

Ayes: Battle, Lucas-Burke, Moody, Woodard, Glover
Nays: Barnes, Whitaker

- Public Hearing -

21 - 87 - Public hearing on rezoning and use permit applications:
