February 9, 2021 <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Barnes, to defer the above item to <br />the February 23, 2021 City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Motion by Mr. Barnes, and seconded by Dr. Whitaker, appointing Stephenie Love <br />as Interim City Assessor with a ten percent increase in salary, effective February 13, <br />2021, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Mr. Moody asked that City Council rescind the increase in the meal tax. <br /> <br /> <br /> <br /> There was a consensus of City Council to have Interim City Attorney Stromberg come <br />back with the process to rescind the meal tax increase. <br /> <br /> Dr. Whitaker asked Burle Stromberg, Interim City Attorney, to provide a report on the <br /> <br />following: <br /> <br />-VA Code Section 15.2-965.1 - <br /> <br /> Changing the code to be applied in a broader manner for the City Manager to <br />use not only in procurement but in any operations of the City. <br /> <br />-VA Code Section 12.176 - <br /> <br /> Changing the language “purchasing administrator” to City Manager or designee <br />of the City Manager. <br /> <br /> If it’s legal for City Council to change the definition of small business. <br /> <br /> Vice Mayor Barnes read the following statement: <br /> <br /> <br /> “Pursuant to Virginia Code subsection 2.2-3712(b), within 15 days of this notice <br />City Council intends to conduct closed meetings at an undisclosed location or <br />electronically for the purpose of interviewing candidates for the position of City Manager. <br />Should the need arise to conduct additional closed meetings for the same purpose after <br />the 15 day period ends, City Council will re-issue this notice.” <br /> <br /> Mayor Glover Black History moment: <br /> <br /> <br />-Dr. Carter G. Woodson, Father of Black History. <br /> <br />21 - 63 - Report on Pending Items <br /> <br /> <br /> <br />Interim City Manager Pace provided an update on the Virginia Department of Health <br />and the vaccination process. <br /> <br />21 - 64 - Non-Agenda Speakers <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the difficultly calling <br />in to speak and suggested a hotline when there are technical issues. He also spoke <br />on accountability as City Council searches for a City Manager. <br /> <br />2. Sergio Neal, 1420 Elm Avenue, voiced his concern with the youth in the City. <br /> <br /> <br /> <br />Interim City Manager Pace provided an update on the reopening of recreation centers <br />in the City on Wednesday, February 24, 2021. <br /> <br /> On motion, meeting adjourned at 8:19 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
