<br />February 9, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, February 9, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 51 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 4:00 p.m., Tuesday, February 9, 2021 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 9 day of <br />February 9, 2021 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 52 - The following items were discussed in Public Work Session: <br /> <br />1. Schools Revenue Sharing Funding Formula - LaVoris Pace, Interim City Manager <br /> <br />-Councilman Whitaker asked that City Council defer Item 21-62 until after the joint <br />meeting with the School Board. <br /> <br />2. Annual Real Estate Assessment Report - Billy Butts, City Assessor <br /> <br />3. New Port Community Update - Derek Challenger, Assistant City Attorney <br /> <br />4. SPSA (Southeastern Public Service Authority) Waste Solutions - Liesl DeVary, <br /> Executive Director, SPSA / Luke McCoy, Vice-Chairman, SPSA Board <br /> <br />5. Portsmouth Police Department: Gang-related Criminality and Gun Violence - Chief <br /> Scott Burke <br /> <br />6. Open Discussion: The Portsmouth Flow Acceptance Policy - James Wright, City <br /> Engineer <br /> <br />21 - 53 - Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to go into a closed <br />electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 <br />A.1 and City Council Ordinance 2020 – 102 for the purpose of discussing and considering <br />prospective candidates for the position of city assessor. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Dr. Whitaker, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br /> <br />
