<br />February 8, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Monday, February 8, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Attorney Burle U. Stromberg. <br /> <br />21 - 48 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />Mayor Glover read the following statement: <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 8 day of <br />February 2021 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-102.” <br /> <br /> Please attend a Virtual Called Meeting of the City Council to be held at Portsmouth, <br />Virginia Facebook Live, 5:00 p.m., Monday, February 8, 2021, for the purpose of a Public <br />Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Session Meeting. <br /> <br /> By order of the Mayor." <br /> <br />21 - 50 - Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to go into a closed <br />electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 <br />A.1 and City Council Ordinance 2020 - 102 for the purpose of discussing and considering <br />prospective candidates for the position of city manager. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Barnes, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened <br /> <br />were heard, discussed, or considered in the closed meeting just concluded by the City <br />Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />On motion, meeting adjourned at 6:10 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
