February 8, 2021 At a Virtual Called Meeting of the City Council on Monday, February 8, 2021, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim City Attorney Burle U. Stromberg. 21 - 48 - The Mayor called the meeting to order and welcomed all in attendance: Mayor Glover read the following statement: “In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting th of the Portsmouth City Council is being held by video conference on the 8 day of February 2021 without a quorum present in the City Council Chamber in order to reduce the likely spread of the coronavirus. Each city council member is participating from their home and I am in the City Council Chamber. This meeting is being held in accordance with Portsmouth City Ordinance 2020-102.” Please attend a Virtual Called Meeting of the City Council to be held at Portsmouth, Virginia Facebook Live, 5:00 p.m., Monday, February 8, 2021, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Session Meeting. By order of the Mayor." 21 - 50 - Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to go into a closed electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 A.1 and City Council Ordinance 2020 - 102 for the purpose of discussing and considering prospective candidates for the position of city manager. The motion was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Barnes, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None On motion, meeting adjourned at 6:10 p.m.
