819 <br /> <br />May 7, 1986 <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, approval of the ordinance for funds to <br />operate city government for FY 1986-87. <br /> <br /> Substitute mormon of Mr. Whitlow and seconded by Mr. Gray, that the budget be reduced <br />by approximately $1 million dollars,, and was defeated by the following vote: <br /> <br />Ayes: Gray, Whitlow <br />Nays: Beamer, Corprew, Lucas, Webb, Holley <br /> <br /> On motion, the following ordinance was approved on first reading, and was adopted by <br />S-2 (Nays-Gray, Whitlow) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY <br />GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1, 1986 AND ENDING <br />JUNE 30, 1987." <br /> <br /> 86-137 - On motion of Mr. Beamer and seconded by Mrs. Lucas, the following ordinance was <br />approved on first reading, and was adopted by 5-2 (Nays-Gray, Whitlow) vote: <br /> <br />"AN ORDINANCE TO REENACT ORDINANCE NO. 1985-39, AS AMENDED, IMPOSING AND LEVYING <br />TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND ENDING JUNE 30TH, UNLESS OTHER- <br />WISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY <br />AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING <br />REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS <br />AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br /> 86-138 - On motion of Mrs. Webb and seconded by Mrs. Lucas, the following ordinance was <br />approved on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE <br />AMENDING SECTIONS 20-51, 20-52, <br />AND PROFESSIONAL LICENSE TAX" <br /> <br />OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />20-53, and 20-55 THEREOF PERTAINING TO BUSINESS <br /> <br /> 86-139 - On motion of Mrs. Lucas and seconded by Mr. Beamer, the following ordinance <br />was approved on first reading, and was adopted by 6-1 (Nay-Webb) vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH. VIRGINIA, 1973, BY <br />~¥[ENDING SECTION 35-156 THEREOF, PERTAINING TO THE RESTAURANT FOOD TAX." <br /> <br />86-140 - Motion of Mr. Whitlow and seconded by Mr. Gray, to go into an executive session <br />to discuss the following, and was adopted by unanimous vote: <br /> <br />(1) Use, Sale, or Acquisition of <br /> Public Property <br />(2) Consultation and Briefing <br />on Legal Matters including <br />Contracts and Litigation <br />(3) A Personnel Matter <br />(4) Boards and Commissions <br /> <br />On motion meeting adjourned at 8:29 p.m. <br />APPROVED -/~ <br /> <br /> ~/ Mayor <br /> <br />City Clerk <br /> <br /> <br />
