May 7, 1986 <br /> <br /> At a special meeting of the CitT Council held on Wednesday, May 7, 1986, there were <br />present: <br /> <br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Manbury, City <br />Manager, Steven Lieberman, City Attorney. <br /> <br /> Councilman Ben A. Beamer, Sr. opened the meetxng with a poem entitled "Myself" by Edgar <br />A. Guest, followed by a prayer and the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, that Jthe poem-recited by Councilman Beamer <br />be made a part of the minutes, and was adopted by unanimous vote: <br /> <br />"MYS{LP" <br /> <br />"I have to live with myself, and so <br /> I want to be fit for myself to know, <br /> I want to be able, as days go by, <br /> Always to look myself straight in the eye; <br /> <br />I don't want to stand with the setting sun, <br />and hate myself for the things I've done. <br /> <br />I don't want to keep on a closet shelf <br />a lot of secrets about myself, <br />and fool myself as I come and go, <br />into thinking nobody else will know <br />the kinJ of a man I really am; <br /> <br />I don't want to dress up myself in shame. <br />I want to go out with my head erect, <br />I w~n~ to deserve all men's respect; <br />but here in the struggle for fame and pelf <br />I want to be able to like myself. <br /> <br />I don'T want to look at myself anJ <br />that I'm bluster and bluff <br />an empty shell. <br /> <br />know <br /> <br />I can never hide myself from me: <br />I see what others may never see, <br />I know what others may never know, <br />I can never fool myself, and so <br />Whatever happens, I want to be <br />self respecting and conscience free." <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 86-136 Letter from the City Manager recommending adoptmon of an ordinance to appropriate <br />funds necessary for the operation of the City Government for and during the Fiscal Year <br />beginning July 1, 1986, and ending June 30, 1987. <br /> <br />The following letter covers Items 86-136, 86-137, 86-158 and 86-139: <br /> <br /> "I hereby submit the appropriation ordinance for the Operating Budget for the fiscal year <br />beginning July 1, 1986, and ending June 30, 1987, for your consideration on first reading. <br />The ordinande'refle~ts the budget as I have recommended to the City Council and which has been <br />previously presented and submitted for your review. <br /> <br /> Also, submitted herein are three additional ordinances for your consideration on first <br />reading. The first re-establishes the Real Estate Tax, the tax on Tangible Personal Property <br />and the Madhinery and Tool Tax rates at their curre~levels. The second ordinance to be con- <br />sidered on first reading establishes the Business, Professional and Occupational License Tax <br />rates to be applied to tax bills in May, 1987. I am recommending that four of the six categori <br />be~rotled back pursuant to state law. This tax reduction will cost an estimated $212,000 in <br />revenue during FY 1987. The third ordinance will modify the section of the City Code pertain- <br />ing to the R~staurant Food Tax and will permit the inclusion of alcoholic beverages within the <br />definition of the items subject to this article. <br /> <br /> In addition, at the City Council's regularly scheduled meeting on May 13, 1986, at which <br />final consideration and adoption of the budget is scheduled to take place, I shall be re~om- <br />mending several budgetary companion ordinances as well as a resolution. There are several <br />other fees and charges for services that I have highlighted in my budget message as well as <br />some other budgetary modification that will be required to implement the fiscal year 1987 <br />Operating Budget. These will include the following: <br /> <br /> a. Senior citizens and disabled tax relief income levels are to be raised from $5,800 to <br /> ~ . $6,000 fo~.~h0se .eligible for 100% exemption.
