January 12, 2021 <br /> <br /> <br /> This 9-week RESPECT program will be instructed by Police Officers with <br />assistance from Portsmouth Public Schools staff, Commonwealth Attorney’s Office and <br />other accredited entities to achieve the program’s mission and goals. The program strives <br />to reduce the disparity of in-school juvenile arrests and present the youth, the City’s most <br />valuable resource, with constructive lessons and positive options to enhance their ability <br />to succeed. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $379,918 by the Office of Juvenile Justice and <br />Delinquency (OJJDP) – Bureau of Justice Assistance (BJA) provides funding for the <br />Portsmouth Police Department. <br /> <br /> No local matching funds are required as a condition of the grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMPREHENSIVE ANTI-GANG PROGRAMS FOR <br />YOUTH FUNDING IN THE AMOUNT OF $379,918 FROM THE FEDERAL OFFICE OF <br />JUVENILE JUSTICE AND DELINQUENCY AND APPROPRIATING THE SAID <br />AMOUNT INTO THE FY 2021 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />POLICE DEPARTMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 21 - Adoption of an ordinance to amend and reordain Chapter 2 of the Code of <br />the City of Portsmouth, Virginia (Administration) by modifying Section 2-111 <br />thereof (Legal Holidays) for the purpose of incorporating changes made to the <br />holidays recognized by the Commonwealth of Virginia. <br /> <br />Background: <br /> <br /> Section 2-111 of the City Code sets forth a list of City holidays. The list is intended <br />to track the official holidays recognized by the Commonwealth of Virginia. <br /> <br /> In 2020, the Commonwealth eliminated one holiday (Lee-Jackson Day) and added <br />two holidays (Juneteenth and Election Day). <br /> <br />Discussion: <br /> <br /> The ordinance proposed for Council consideration revises the City Code to make <br />changes consistent with the changes to the holidays recognized by the Commonwealth <br />of Virginia. <br /> <br /> In addition, the ordinance makes a minor amendment to the “birthday leave” <br />provision of Section 2-111 to comport with the current City policy of allowing birthday <br />leave to be taken at any time during the calendar year, subject to Department Head <br />approval of the specific date. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The amendment will be forwarded to Municode for incorporation into the City <br />Code. <br /> <br /> <br /> <br /> <br />
