January 12, 2021  This 9-week RESPECT program will be instructed by Police Officers with assistance from Portsmouth Public Schools staff, Commonwealth Attorney’s Office and other accredited entities to achieve the program’s mission and goals. The program strives to reduce the disparity of in-school juvenile arrests and present the youth, the City’s most valuable resource, with constructive lessons and positive options to enhance their ability to succeed. Financial Impact:  The grant award amount of $379,918 by the Office of Juvenile Justice and Delinquency (OJJDP) – Bureau of Justice Assistance (BJA) provides funding for the Portsmouth Police Department.  No local matching funds are required as a condition of the grant. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or his designee will provide grant management and oversight. Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING COMPREHENSIVE ANTI-GANG PROGRAMS FOR YOUTH FUNDING IN THE AMOUNT OF $379,918 FROM THE FEDERAL OFFICE OF JUVENILE JUSTICE AND DELINQUENCY AND APPROPRIATING THE SAID AMOUNT INTO THE FY 2021 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 21 - Adoption of an ordinance to amend and reordain Chapter 2 of the Code of the City of Portsmouth, Virginia (Administration) by modifying Section 2-111 thereof (Legal Holidays) for the purpose of incorporating changes made to the holidays recognized by the Commonwealth of Virginia. Background:  Section 2-111 of the City Code sets forth a list of City holidays. The list is intended to track the official holidays recognized by the Commonwealth of Virginia.  In 2020, the Commonwealth eliminated one holiday (Lee-Jackson Day) and added two holidays (Juneteenth and Election Day). Discussion:  The ordinance proposed for Council consideration revises the City Code to make changes consistent with the changes to the holidays recognized by the Commonwealth of Virginia.  In addition, the ordinance makes a minor amendment to the “birthday leave” provision of Section 2-111 to comport with the current City policy of allowing birthday leave to be taken at any time during the calendar year, subject to Department Head approval of the specific date. Financial Impact:  None. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The amendment will be forwarded to Municode for incorporation into the City Code.
