January 12, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, January 12, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />th <br />Portsmouth City Council is being held by video conference on the 12 day of January, <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to approve the minutes <br />of a Virtual Called Meeting of December 8, 2020, and of a Virtual Meeting of December <br />8, 2020, and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Glover <br />Nays: None <br />Abstain: Barnes, Whitaker, Woodard (Were not members of City Council when this <br />meeting took place) <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the minutes of a <br />Special Called Virtual Meeting of January 4, 2021, and of a Virtual Reorganizational <br />Meeting of January 4, 2021, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Motion by Mr. Barnes, and seconded by Mr. Battle, to change the speaker time <br />for citizens to 5 minutes, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />21 - 17 - Use permit application: <br /> <br />UP-20-10 DOWNTOWN - Lisa Murphy, of Wilcox & Savage, P.C., requests a <br />Use Permit for a five-story 60-unit multi-family apartment building <br />elevated upon a one-story parking structure at 700 Crawford Street. <br />The property consists of 0.99 acres and the proposed density is 60 <br />dwelling units per acre. The property is zoned Downtown (D1) in the <br />T6 sub-district. The Future Land Use Map of the Build One <br />Portsmouth Comprehensive Plan designates this property for Mixed- <br />Use Downtown. The property is owned by the City of Portsmouth. <br />Planning Commission recommends approval with conditions. <br /> <br />1. Lisa Murphy, 440 Monticello Avenue, Suite 2200, Norfolk, VA, presented the <br />application. <br /> <br /> Dr. Whitaker asked that information be provided on the use of minority contractors <br /> <br />and the wages being paid to these contractors. <br /> <br /> <br /> <br /> <br />
