<br />January 12, 2021 <br /> <br />At a Virtual Called Meeting of the City Council on Tuesday, January 12, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 14 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a Virtual Called Meeting of the City Council to be held at <br />Portsmouth, Virginia Facebook Live, 5:00 p.m., Tuesday, January 12, 2021 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 12 day of <br />January, 2021 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-102.” <br /> <br />21 - 15 - The following items were discussed in Public Work Session: <br /> <br />1. Retirement Actuarial Report - Mimi Terry, Chief Financial Officer (CFO) / Brian <br />Birnbaum, Senior Vice President, Graystone Consulting / Andre Stuart, Director, <br />Managing Consulting Actuary, John Hancock <br /> <br />-Councilman Whitaker asked that staff report back with the number of police and <br />fire in the retirement system and the average age. <br /> <br /> Andre Stuart, John Hancock, provided that information to City Council. <br /> <br />-Vice Mayor Barnes requested information on the previous department’s retirees <br />were employed. <br /> <br /> Andre Stuart, John Hancock, informed City Council he would provide that <br />information. <br /> <br />-Councilman Battle asked for a breakdown of those that have retired and the <br />exact expenditures being paid to retirees and also the exact expenditures being <br />paid to agencies handling the retirement investments. <br /> <br /> Mimi Terry, CFO, will provide an update to City Council. <br /> <br />2. Davenport Financial Update - David Rose, Senior Vice President, Public Finance, <br />Davenport and Company, LLC / Kyle Laux, Senior Vice President, Davenport and <br />Company <br /> <br />-Dr. Whitaker asked that Davenport and Company help to draft policy that would be <br />a guide for ordinances that would tie economic development to wealth and income <br />level improvements. <br /> <br />3. Fire Department Update - Chief Nestor Mangubat <br /> <br /> <br />There was a consensus of City Council to move the City Council Liaison Item under <br /> <br />Boards and Commissions and City Attorney/Manager Position under Items Submitted <br />by Council Members as part of the regular City Council agenda. <br /> <br /> On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br /> <br /> <br />
