<br />At a Virtual Meeting of the City Council on Tuesday, December 8, 2020, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City
<br />Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg.

<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Mayor Rowe made the following statement:
<br />
<br />
<br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due
<br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration
<br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus
<br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the
<br />th
<br />Portsmouth City Council is being held by video conference on the 8 day of December,
<br />2020 without a quorum present in the City Council Chamber in order to reduce the likely
<br />spread of the coronavirus. Each city council member is participating from their home and
<br />I am in the City Council Chamber. This meeting is being held in accordance with
<br />Portsmouth City Ordinance 2020-102.”

<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Virtual Called Meeting of November 24, 2020, and of a Virtual Meeting of November 24,
<br />2020, and was adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe

<br />In Recognition of Her Service to the
<br />Portsmouth City Council
<br />
<br />Whereas,the Honorable Elizabeth M. Psimas, is a native of Portsmouth, a
<br />
<br />business owner and a civic leader, and she has served on the
<br />Portsmouth City Council from 2004-2010, was again re-elected in 2012
<br />– 2020. She was selected by her peers in 2015 as Vice Mayor; and
<br />
<br />Whereas,Councilwoman Psimas was raised in Churchland and attended
<br />
<br />Portsmouth Public Schools, Nansemond Suffolk Academy, and
<br />Westhampton College of the University of Richmond, where she
<br />obtained a Bachelor of Arts degree in Political Science; and
<br />Whereas, Councilwoman Psimas has been active in the community for decades.
<br />She is a sustaining member and past president of the Portsmouth
<br />Service League. She is also a past director of the Elizabeth River
<br />Project, American Red Cross, Full Circle AIDS Hospice, the HER Shelter
<br />for Battered Women, and several arts organizations. In 1999, Girls Inc.
<br />Center for Youth awarded Elizabeth their “Strong, Smart, and Bold”
<br />award for her community service; and
