December 8, 2020

The following comments were submitted by citizens for the December 8, 2020 Virtual
City Council meeting:

20-296 (e):
The email is regarding the city of Portsmouth rezone approximately 250.2 acres and 541
parcels in the D2 Uptown area of the city from D2 Form-Based Code (D2 FBC) to the
recommended traditional zoning districts in accordance with the D2 Proposed zoning &
Innovation overlay district map.
Currently residing at 600 Twine Ave Portsmouth, VA 23704 for the last 11 years. While
living here many things have changed. Great change:

Just recently 1514 County Street was foreclosed on and that is a great thing. We have some

substance abuse users who hang out near the following streets (Peninsula Ave, Twine Ave and
County Street). This house is in the process of remodeling.

1501 County just sold for $150000.00.

However, there are plans to build on the vacant lot on High Street (surrounding streets
include King Street, Twine Ave and Peninsula Ave).
When purchasing this home realtor stated the land would remain vacant for at least 20
years. We still have 9 more years to go?
After viewing the youtube virtual meeting; I'm for economic growth but make sense about
what, how and why we build.
Some people may not voice their concerns but believe they talk about amongst
themselves.
Homeowner for 5 more years
Ramona Wilkins
