November 24, 2020 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, November 24, 2020, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City <br />Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Rowe made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />th <br />Portsmouth City Council is being held by video conference on the 24 day of November, <br />2020 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Virtual Called Meeting of November 10, 2020, of a Virtual Meeting of November 10, 2020, <br />and of a Virtual Called Meeting of November 16, 2020, and was adopted by the following <br />vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />20 - 296 - Street name change, street closure, rezoning, and code amendment <br />applications: <br /> <br />(a) SNC-20-02 WEST NORFOLK <br /> - Ordinance granting the request of Trent Kelly of <br />Lineage Logistics for a permanent street name change for a 400 ft <br />dead-end portion of Chemical Way from its current designation to the <br />name "Lineage Way" in support of the planned Lineage Logistics <br />facility at 3200 Chemical Way. The Future Land Use Map of the Build <br />One Portsmouth Comprehensive Plan designates the property as <br />Heavy Industrial. The property is public right-of-way owned by the <br />City of Portsmouth. Planning Commission recommends approval. <br /> <br />nd <br />1. Larry Longman, 6831 E. 32 Street, Indianapolis, Indiana, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO CHANGE THE NAME OF AN APPROXIMATELY 400 FOOT <br />SECTION OF CHEMICAL WAY TO LINEAGE WAY.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
