November 24, 2020 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager is hereby authorized to vacate and release any or all rights of the City in or to the Property at such time as he may in his discretion deem appropriate and in the best interest of the City of Portsmouth, to execute and deliver such documents and instruments as may be necessary or desirable to effectuate any such vacation and release, and to accept on behalf of the City such substitute easements or other property rights as may be necessary or desirable to protect the City’s interests.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - New Business - 20 - 302 - Boards and Commissions Councilman Moody offered the following appointments: Economic Development Authority Malcolm Mitchell to be reappointed to a term ending December 31, 2024. Barbara Smith to be reappointed to a term ending December 31, 2024. Historic Preservation Commission Thomas Butt to be reappointed to a term ending October 31, 2023. Chris Crowder to be reappointed to a term ending October 31, 2023. Museum & Fine Arts Commission Kendra Robinson to be reappointed to a term ending October 31, 2023. Clifford King Harbin to be reappointed to a term ending October 31, 2023. Planning Commission Donna Coleman to be reappointed to a term ending December 31, 2024. Sherri Thaxton to be reappointed to a term ending December 31, 2024. Southhampton Roads Disability Services Board Lisa Kidd to be reappointed to a term ending December 31, 2023. Dr. Lydia Simmons to be reappointed to a term ending December 31, 2023. Motion by Mr. Moody, and seconded by Ms. Psimas, to close nominations and the above appointment was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 303 - Items Submitted by Council Members Mr. Moody asked that the penalty section of the City Charter 3.11 be removed.   There was a consensus of City Council to have Interim City Attorney Stromberg come back with draft language to change the City Charter and to also bring back information on the process to amend the City Charter. 20 - 304 - Report on Pending Items  There were no pending items. 20 - 305 - Non-Agenda Speakers 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to the decrease in time allotted to speakers. On motion, meeting adjourned at 8:21 p.m.
