November 10, 2020 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, November 10, 2020, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City <br />Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Rowe made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />th <br />of the Portsmouth City Council is being held by video conference on the 10 day of <br />November, 2020 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-102.” <br /> <br /> Mayor Rowe congratulated Councilman Glover on his election to the position of <br /> <br />Mayor. He also congratulated Vice Mayor Lucas-Burle on her re-election to City <br />Council and to De’Andre Barnes and Dr. Mark Whitaker on being elected to City <br />Council. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Virtual Called Meeting of October 27, 2020, and of a Virtual Meeting of October 27, <br />2020, was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />20 - 272 - Use permit and rezoning applications: <br /> <br />(a) UP-20-05 SEABOARD SQUARE - Kirk Farrelly, of Capital Growth Buchalter, <br />requests a Use Permit to construct a 2,500 square feet restaurant <br />with drive-through on a portion (Lot D) of an approximately 13.9 acre <br />parcel located at 1817 Frederick Boulevard (Suite 3). The property is <br />zoned General Mixed-Use Conditional (GMU-K). The Future Land <br />Use Map of the Build One Portsmouth Comprehensive Plan <br />designates the property as commercial. The property is owned by <br />Steven E. Camp of Portsmouth ARD CGP, LLC. Planning <br />Commission recommends approval with conditions. <br /> <br />1. Lisa Murphy, 440 Monticello Avenue, Norfolk, VA, presented the application. <br /> <br />2. Ken Woolard, 462 Washington Street, commented in support of this item. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Clark, to concur with the <br />recommendation of the Planning Commission that UP-20-05 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
