<br /> Vice Mayor Webb opened the meeting with the following remarks:

<br /> "We are pleased to be joined tonight by'members of the Board of Commissioners of the
<br />Housing Authority. The purpcse of tonight's Public Hearing is to review and solicit comments
<br />from the public for the proposed amendments to the Redevelopment Plans for the Southside III
<br />and Southside IV Redevelopment Project Areas. These proposed amendments are in keeping with
<br />the plans for the recently announced PorteCentre Commerce Park for this area.
<br /> At this time I would like to call upon Mr. William Oast, Chairman of the Board of
<br />sioners of the Portsmouth Redevelopment and Housing Authority for a few comments.

<br /> "We appreciate the opportunity to be here tonight to solicit comments from the public
<br />relative to these two proposed amendments. The amendments being considered tonight are
<br />Amendment No. 5 to the Southside III Redevelopment Project and Amendment No. 2 to Southside IV
<br />Redevelopment Project. I would like to call upon Mr. Danny Cruce, Authority Executive Directo~
<br />to briefly summarize the proposed amendments, after which we would entertain any comments or
<br />questions from the public."

<br /> Danny Cruce, Executive Director, Portsmou%h Redevelopment and Housing Authority, presente,
<br />the following statement:
<br />
<br /> "Amendment No. 5 to the Southside II1 Redevelopment Project is being proposed in order
<br />to facilitate the PorteCentre Commerce Park. Southside III is generally bounded by Fourth
<br />Street on the east, Madison Street on the South, Fifth, Sixth, and Seventh Streets on the west
<br />and Harrison Street on the north. C~rrent plans specify that the land in this area is to be
<br />reused for light industrial, residential, institutional, open space, and pedestrian buffer
<br />areas. This Amendment proposes to specify the reuse for land in this area to be Light Indus-
<br />trial purposes in conjuction with the plans for the PorteCentre Commerce Park.
<br /> Amendment No. 2 to the Southside IV Redevelopment Project Area is being proposed in order
<br />to facilitate both the PorteCentre Commerce Park between Third and Fourth Streets as well. as
<br />the establishment of a high quality residential and mixed use area between Third and ~he ·
<br />Elizaheth Rive~...The cu~en~2Pl~an spedifia~ ithat ~he-land~in this area is to be utilized for
<br />commeraial and light industrial uses. This Amendment will expand the boundaries of the Projec
<br />Area to incorporate the former Coast Guard Base. The area generally between Fourth and Third
<br />Streets north of Lincoln Street will be designated for commercial uses. Development in this
<br />area will be restricted to those office uses Which will be compatible with the proposed
<br />residential and/or mixed use residential developments anticipated for the areas between Third
<br />Street and the Elizabeth River. The area between Fourth and Third Streets south of Lincoln
<br />Street will be developed with light industrial uses in keeping with the proposed uses on the
<br />west side of Fourth Street and the PorteCentre Commerce Park. I would be happy to ~ntertain a~
<br />questions or comments regarding these project areas."
