September 22, 2020 <br /> <br />20 - 219 - Adoption of an ordinance accepting Projects for Assistance in Transition <br />from Homelessness (PATH) Program funds in the amount of $1,813 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2021 Grants Fund for use by the Department of <br />BHS. <br /> <br />Background: <br /> <br /> Projects for Assistance in Transition from Homelessness known as PATH is a <br />federal, state, and local partnership that provides outreach and assistance to adults with <br />serious mental illness who are experiencing homelessness or who are at risk of becoming <br />homeless. <br /> <br /> PATH services include community-based outreach, mental health, substance <br />abuse, case management, and other supportive services, and a limited set of housing <br />services. Depending on the resources of the local program, PATH may provide one-time <br />financial assistance such as payment of one month’s rent to prevent eviction, assistance <br />with the first month’s rent, or a security deposit to assist an individual to obtain housing <br />or other related expenses. <br /> <br />Discussion: <br /> <br /> Funds must be fully expended by September 30, 2021, or any remaining balance <br /> <br />must be returned. <br /> <br /> The commonwealth must provide a match directly or through donations from public <br />or private entities, non-federal contributions towards such costs in an amount that is not <br />less than $1 or each $3 of federal PATH funds. Non-federal contributions may be in cash <br /> <br />or in-kind services. <br /> <br /> DBHDS reserves the right to reduce or recoup funding at any time if fund utilization <br /> <br />and intended use are not met. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match in the amount of $605 in cash or in-kind services is required.The <br />Department of Behavioral Health Care will provide an in-kind match utilizing previously <br />budgeted funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION FROM <br />HOMELESSNESS (PATH) PROGRAM FUNDS IN THE AMOUNT OF $1,813 FROM <br />THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2021 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF BHS.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 220 - Adoption of an ordinance accepting funding from the Virginia Department <br />of Social Services in the amount of $4,200 and appropriating said amount in the FY <br />2021 Social Services Fund for the Family Partnership Meeting Incentive Program. <br /> <br />Background: <br /> <br /> Family engagement is a relationship-focused approach that provides the structure <br />for decision making and empowers both the family and community in the decision-making <br />process. Meetings are held for all decisions involving prevention of placement in very high <br />and high-risk CPS families, before a child’s removal from birth or adoptive family, before <br />a change of placement, and before a change of goal. <br /> <br /> <br /> <br /> <br />
