September 22, 2020 <br /> <br /> Mayor Rowe asked for and received a consensus of City Council to designate 2 <br /> <br />areas for campaign signs now that City Hall is a polling station. Each candidate can <br />place one yard sized campaign sign, in the designated area, no earlier than 8 a.m. <br />and the sign will have to be taken up by 5 p.m. <br /> <br />20 - 229 Report on Pending Items <br /> <br />There were no pending items. <br /> <br />20 - 230 Non-Agenda Speakers <br /> <br />1. Jennifer Kirinda-Bell, commented on the lack of hazard pay provided to case managers <br />with the Department of Behavioral Healthcare Services. <br /> <br />2. Darlene Breckenridge, commented on the lack of hazard pay provided to registered <br />nurses with the Deparment of Behavorial Healthcare Services. She also commented her <br />concern with the racial tension in the City. <br /> <br />3. Sergio Neal, 1560 Darren Drive, voiced his concern with the negative image of the <br />City. <br /> <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked for a report on the City’s end of year <br />fiscal status. He also voiced his concern with the lack of notification regarding the change <br />in time allotted for speakers. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into a closed <br />electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 <br />A.1 and City Council Ordinance 2020 - 21 for the purpose of discussing and considering <br />prospective candidates for and appointees to boards and commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened <br /> <br />were heard, discussed, or considered in the closed meeting just concluded by the City <br />Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> There was a consensus of City Council to continue with the virtual meetings allowing <br /> <br />for citizen comments by email, by phone message, and by calling in after pre- <br />registering. <br /> <br /> There was a consensus of City Council, starting with the October 13, 2020 meetings, <br /> <br />there will be a Public Work Session at 5 p.m. and the 7 p.m. Regular City Council <br />meeting. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
