September 22, 2020 Mayor Rowe asked for and received a consensus of City Council to designate 2  areas for campaign signs now that City Hall is a polling station. Each candidate can place one yard sized campaign sign, in the designated area, no earlier than 8 a.m. and the sign will have to be taken up by 5 p.m. 20 - 229 Report on Pending Items There were no pending items. 20 - 230 Non-Agenda Speakers 1. Jennifer Kirinda-Bell, commented on the lack of hazard pay provided to case managers with the Department of Behavioral Healthcare Services. 2. Darlene Breckenridge, commented on the lack of hazard pay provided to registered nurses with the Deparment of Behavorial Healthcare Services. She also commented her concern with the racial tension in the City. 3. Sergio Neal, 1560 Darren Drive, voiced his concern with the negative image of the City. 4. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked for a report on the City’s end of year fiscal status. He also voiced his concern with the lack of notification regarding the change in time allotted for speakers. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into a closed electronic meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 A.1 and City Council Ordinance 2020 - 21 for the purpose of discussing and considering prospective candidates for and appointees to boards and commissions. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None There was a consensus of City Council to continue with the virtual meetings allowing  for citizen comments by email, by phone message, and by calling in after pre- registering. There was a consensus of City Council, starting with the October 13, 2020 meetings,  there will be a Public Work Session at 5 p.m. and the 7 p.m. Regular City Council meeting.
