September 22, 2020 At a Virtual Meeting of the City Council on Tuesday, September 22, 2020, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. Mayor Rowe called the meeting to order and welcomed all in attendance. Mayor Rowe made the following statement:  “In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting nd of the Portsmouth City Council is being held by video conference on the 22 day of September, 2020 without a quorum present in the City Council Chamber in order to reduce the likely spread of the coronavirus. Each city council member is participating from their home and I am in the City Council Chamber. This meeting is being held in accordance with Portsmouth City Ordinance 2020-21.” Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes of a Special Virtual Meeting of September 8, 2020, and of a Virtual Meeting of September 8, 2020, was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - Presentations -  Collective Bargaining Briefing - Derek Challenger, Assistant City Attorney  City Council Meeting Location - Bob Baldwin, Deputy City Manager -Councilman Moody asked if the Health Department had been contacted to determine if City Hall was safe to have citizens attend council meetings.  CARES Act Funding - Mimi Terry, Chief Financial Officer / Elizabeth Gooden, Human Resources Director -Mayor Rowe asked for and received a consensus of City Council to have Interim City Manager Pace to have the CARES Act Team to work with department heads to come up with an expanded list to provide a special bonus to those first line employees that were not covered and any other employees that should be recognized that were not covered understanding that this funding will come from the General Fund. -Councilman Moody reminded staff of the report back on retirees’ request of a $1500 stipend. Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to amend the speaking time from 5 minutes to 3 minutes for virtual meetings, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None
