<br />September 22, 2020 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, September 22, 2020, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Interim City <br />Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Rowe made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this meeting <br />nd <br />of the Portsmouth City Council is being held by video conference on the 22 day of <br />September, 2020 without a quorum present in the City Council Chamber in order to <br />reduce the likely spread of the coronavirus. Each city council member is participating from <br />their home and I am in the City Council Chamber. This meeting is being held in <br />accordance with Portsmouth City Ordinance 2020-21.” <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Special Virtual Meeting of September 8, 2020, and of a Virtual Meeting of September <br />8, 2020, was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Presentations - <br /> <br /> <br /> Collective Bargaining Briefing - Derek Challenger, Assistant City Attorney <br /> <br /> <br /> City Council Meeting Location - Bob Baldwin, Deputy City Manager <br /> <br />-Councilman Moody asked if the Health Department had been contacted to <br />determine if City Hall was safe to have citizens attend council meetings. <br /> <br /> <br /> CARES Act Funding - Mimi Terry, Chief Financial Officer / Elizabeth Gooden, <br />Human Resources Director <br /> <br />-Mayor Rowe asked for and received a consensus of City Council to have Interim <br />City Manager Pace to have the CARES Act Team to work with department heads <br />to come up with an expanded list to provide a special bonus to those first line <br />employees that were not covered and any other employees that should be <br />recognized that were not covered understanding that this funding will come from <br />the General Fund. <br /> <br />-Councilman Moody reminded staff of the report back on retirees’ request of a <br />$1500 stipend. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to amend the speaking <br />time from 5 minutes to 3 minutes for virtual meetings, and was adopted by the following <br />vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
