The City already allocated $12,000 <br />towards the fall program in the adopted FY 2021 General Fund Budget, and this allocation <br />will serve as the match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> Implementation of the grant with a campaign that runs mid-August through mid- <br />October. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WANDERLOVE GRANT FUNDS IN THE AMOUNT OF <br />$10,000 FROM THE VIRGINIA TOURISM CORPORATION AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2021 GRANTS FUND BUDGET FOR USE BY THE <br />DEPARTMENT OF PARKS, RECREATION, AND TOURISM.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 204 - Adoption of an ordinance accepting Virginia Homeless Solution Program <br />grant funds in the amount of $10,000 from the Department of Housing and <br />Community Development and appropriating said amount in the FY 2021 Grants <br />Fund for use by the Department of Social Services for Portsmouth Continuum of <br />Care planning activities. <br /> <br />Background: <br /> <br /> The DHCD administers the Commonwealth of Virginia’s homeless services <br />resources through the VHSP. VHSP goals are to assist households experiencing <br /> <br />homelessness to regain stability in permanent housing. <br /> <br /> This funding will support coordinated community-based activities designed to <br />reduce the overall length of homelessness in the community, the number of households <br />becoming homeless and the overall rate of formerly homeless households returning to <br /> <br />homelessness. <br /> <br />Discussion: <br /> <br /> <br /> Funds can be used for the following: <br /> <br /> Centralized or Coordinated Assessment/Entry/System <br />o <br /> <br /> Targeted Prevention <br />o <br /> <br /> Emergency Shelter Operations <br />o <br /> <br /> Rapid Re-Housing <br />o <br /> <br /> CoC Planning <br />o <br /> <br /> HMIS (Homeless Management Information System) <br />o <br /> <br /> Administration <br />o <br /> <br /> <br /> DSS was awarded these funds to assist the CoC in planning activities. <br /> <br />Financial Impact: <br /> <br /> There is a 25% ($2,500) cash match, which is part of the existing budget for the <br /> <br />Department of Social Services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br /> <br /> <br /> <br /> <br /> <br />
