September 8, 2020 ARTICLE VIII DISSOLUTION The Authority may be dissolved in the manner set forth in Virginia Code § 15.2-5431.9 upon a resolution by the board of directors finding that the purposes for which it was created have been completed or are impractical or impossible and that all of its obligations have been paid or have been assumed by one or more of the member localities or any authority created thereby or that cash or United States government securities have been deposited for their payment. The City Manager, City Clerk, and City Attorney are hereby authorized and directed to undertake such other and further administrative acts as may be necessary to cause these Articles of Incorporation to be registered promptly with the State Corporation Commission. This Resolution shall be effective upon adoption.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - New Business - 20 - 214 - Items Submitted by Council Members • Adoption of a resolution confirming a Declaration of Local Emergency due to the threat of hurricane Isaias impacting Portsmouth, Virginia. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO THE THREAT OF HURRICANE ISAIAS IMPACTING PORTSMOUTH, VIRGINIA. WHEREAS, the City Manager of the City of Portsmouth, acting in her official capacity as Director of Emergency Management, did on August 3, 2020 declare a Local Emergency due to the threat of Hurricane Isaias impacting Portsmouth, Virginia; and WHEREAS, pursuant to Article XIII of Chapter 2 of the Code of the City of Portsmouth, it is now incumbent on City Council to take official action ratifying said declaration of emergency; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is hereby ratified and approved, and that the City Manager is further authorized to take all actions reasonable and necessary to complete implementation of all measures taken to respond to said emergency.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Councilman Clark asked that a resolution on collective bargaining be placed on the  next agenda. Mayor Rowe asked that Interim City Manager Pace and Interim City Attorney  Stromberg provide a briefing on the new act that allows for collective bargaining at the next meeting. Councilman Moody asked that a list of cities be included that have adopted a collective  bargaining resolution. Councilman Glover asked that the City Council return to the Council Chamber to  conduct city business and to allow for citizens to speak.
