September 8, 2020 <br /> <br />ARTICLE VIII <br />DISSOLUTION <br /> <br />The Authority may be dissolved in the manner set forth in Virginia Code § 15.2-5431.9 <br />upon a resolution by the board of directors finding that the purposes for which it was <br />created have been completed or are impractical or impossible and that all of its obligations <br />have been paid or have been assumed by one or more of the member localities or any <br />authority created thereby or that cash or United States government securities have been <br />deposited for their payment. <br /> <br />The City Manager, City Clerk, and City Attorney are hereby authorized and <br />directed to undertake such other and further administrative acts as may be necessary to <br />cause these Articles of Incorporation to be registered promptly with the State Corporation <br />Commission. <br /> <br /> <br />This Resolution shall be effective upon adoption.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />20 - 214 - Items Submitted by Council Members <br />• Adoption of a resolution confirming a Declaration of Local Emergency due to the <br />threat of hurricane Isaias impacting Portsmouth, Virginia. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />THE THREAT OF HURRICANE ISAIAS IMPACTING PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on August 3, 2020 declare a Local <br />Emergency due to the threat of Hurricane Isaias impacting Portsmouth, Virginia; and <br /> <br />WHEREAS, <br /> pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is <br />hereby ratified and approved, and that the City Manager is further authorized to take all <br />actions reasonable and necessary to complete implementation of all measures taken to <br />respond to said emergency.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> Councilman Clark asked that a resolution on collective bargaining be placed on the <br /> <br />next agenda. <br /> <br /> <br /> Mayor Rowe asked that Interim City Manager Pace and Interim City Attorney <br /> <br />Stromberg provide a briefing on the new act that allows for collective bargaining at the <br />next meeting. <br /> <br /> <br /> Councilman Moody asked that a list of cities be included that have adopted a collective <br /> <br />bargaining resolution. <br /> <br /> <br /> Councilman Glover asked that the City Council return to the Council Chamber to <br /> <br />conduct city business and to allow for citizens to speak. <br /> <br /> <br /> <br /> <br /> <br /> <br />
