<br />(b) Adoption of a resolution cancelling the City Council meeting scheduled for  
<br />August 11, 2020.    
<br />  
<br />Motion by Ms. Psimas, and seconded by Mr. Glover, to adopt the following  
<br />resolution, and was adopted by the following vote:  
<br />  
<br />“RESOLUTION CANCELLING THE CITY COUNCIL MEETING SCHEDULED FOR  
<br />AUGUST 11, 2020.  
<br />  
<br /> WHEREAS,  
<br />there are currently no agenda items for City Council’s regularly  
<br />scheduled meeting on August 11, 2020;   
<br />  
<br /> NOW, THEREFORE, BE IT RESOLVED  
<br />by the Council of the City of Portsmouth,  
<br />Virginia that the regularly scheduled City Council meeting on August 11, 2020 is hereby  
<br />cancelled.”  
<br />  
<br />Ayes:   Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe   
<br />Nays:   None  
<br />  
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to appoint City Council  
<br />as the board for the city’s Broadband Authority, and was adopted by the following vote:

<br /> Ms. Psimas announced there was COVID-19 funding provided to small businesses  
<br /> 
<br />through Economic Development Authority.

<br /> Ms. :Lucas-Burke spoke on the following:

<br />-PRHA groundbreaking ceremony in August.  
<br />  
<br />-Demolition of Lincoln Park.  
<br />  
<br />-CDBG playground equipment.  
<br />  
<br /> Mr. Moody informed citizens and City Council of EPA ceremony to celebrate Atlantic  
<br /> 
<br />Woods Clean-up.  
<br />  
<br />20 - 193 - Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to go into a closed  
<br />electronic meeting pursuant to Virginia Code subsections 2.2-3708 A.3 and 2.2-3711 A.1  
<br />and City Council Ordinance 2020 - 21 for the purpose of discussion or consideration of  
<br />the performance of City Council appointees.   
<br />  
<br />The motion was adopted by the following vote:

<br />Ayes:  Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe   
<br />Nays:  None  
<br />  
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia  
<br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:   
<br />  
<br />1. Only public business matters lawfully exempted from open meeting  
<br />requirements under the Virginia Freedom of Information Act, and  
<br />  
<br />2. Only such public business matters as were identified in the motion by which the  
<br />Closed Meeting was convened  
<br />  
<br />were heard, discussed, or considered in the closed meeting just concluded by the City  
<br />Council.
