July 16, 2020 Discussion:  Victory Elementary School is located at 2828 Greenwood Drive. While the proposed precinct is beyond the precinct boundary line, it is within one mile of the precinct boundary line as permitted under Virginia Code 24.2-310.  The school has 68 parking spaces, is handicapped accessible, has 4 handicapped parking spaces, and is accessible by public transportation.  06/23/2020. Precinct No. 19 has1220 registered voters as of Financial Impact:  The financial impact will be minimal. Voters registered in the precinct will be notified of the change once approved as required by Virginia Code §24.2-306. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The General Registrar/Director of Elections will notify voters by mail of the new precinct location in a timely manner and will advertise the change in the local newspaper. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-102 OF CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO CHANGE THE VOTING LOCATION FOR PRECINCT NUMBER 19 FROM FAIRVIEW HEIGHTS BAPTIST CHURCH TO VICTORY ELEMENTARY SCHOOL, LOCATED AT 2828 GREENWOOD DRIVE, AND TO FORMALLY CHANGE THE NAME OF PRECINCT NUMBER 19 TO “VICTORY ELEMENTARY SCHOOL”.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 179 - Adoption of an ordinance to amend Section 10-112 of Chapter 10 of the Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting location for Precinct Number 29 from Saint Andrew’s United Methodist Church to Woodrow Wilson High School, located at 1401 Elmhurst Lane, and to formally change the name of Precinct Number 29 to “Woodrow Wilson High School”. Background:  The Portsmouth Electoral Board recommends moving the polling place for Precinct No. 29, Saint Andrew’s United Methodist Church located at 5615 Portsmouth Blvd., to Woodrow Wilson High School, 1401 Elmhurst Lane. Discussion:  Woodrow Wilson High School is located at 1401 Elmhurst Lane. While the proposed precinct is beyond the precinct boundary line, it is within one mile of the precinct boundary line as permitted under Virginia Code 24.2-310.  The school has 125 parking spaces, is handicapped accessible, has 2 handicapped parking spaces, and is accessible by public transportation.
