<br />July 16, 2020 <br /> <br />At a Virtual Meeting of the City Council on Thursday, July 16, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City <br />Manager Robert A. Baldwin, City Attorney Solomon H. Ashby, Jr. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Rowe made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this this <br />th <br />meeting of the Portsmouth City Council is being held by video conference on the 16 <br />day of July, 2020 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-21.” <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Virtual Meeting of June 23, 2020, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Presentations - <br /> <br /> <br /> New Port CDA Briefing - Derek Challenger, Assistant City Attorney <br /> <br />-There was a consensus of City Council to have City Attorney Ashby come back <br />with an estimated cost to those working on the project to sell property. <br /> <br />-Mayor Rowe asked that City Attorney Ashby come back with a report for the <br />following questions: <br />1. How much of the $10.4 million is delinquent taxes and delinquent fees that <br />will go to debt services? <br />2. Does the CDA have a bond service for the outstanding debt on the property? <br /> <br /> <br /> Zoning Overlay Briefing - Bob Baldwin, Deputy City Manager <br /> <br />-There was a consensus of City Council to fast track the rezoning and use permit <br />for casino. <br /> <br /> <br /> Use of Golf Carts - James Wright, City Engineer <br /> <br /> <br />-There was a consensus of City Council to have City Manager Patton and City <br />Attorney Ashby come back with recommendations on allowing the use of golf carts <br />in communities. <br /> <br />- Unfinished Business - <br /> <br />20 - 144 - Use permit: <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution approved on first reading at the June 23, 2020 meeting, and was adopted by <br />the following vote: <br /> <br />1. Ron Evans, 14 Chippewa Trail, commented in opposition this item. <br /> <br />20-144(c): <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-20-01) TO MARK DAVIS TO <br />OPERATE AN OUTDOOR KENNEL AT 2880 B AIRLINE BOULEVARD. <br /> <br /> <br /> <br /> <br /> <br /> <br />
