<br />May 26, 2020 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, May 26, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Rowe made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of <br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the <br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the <br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this this <br />th <br />meeting of the Portsmouth City Council is being held by video conference on the 26 day <br />of May, 2020 without a quorum present in the City Council Chamber in order to reduce <br />the likely spread of the coronavirus. Each city council member is participating from their <br />home and I am in the City Council Chamber. This meeting is being held in accordance <br />with Portsmouth City Ordinance 2020-21.” <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Battle, to approve the minutes of a <br />Virtual Called Meeting of May 11, 2020, of a of a Virtual Meeting of May 12, 2020, of a <br />Virtual Called Meeting of May 13, 2020 and of a Virtual Called Meeting of May 14, 2020, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />20 - 131 - Adoption of an ordinance accepting funds in the amount of $100,000 from <br />the Virginia Tourism Corporation and appropriating said amount into the FY 2020 <br />Grants Fund for use by the Department of Museums for the Children’s Museum of <br />Virginia. <br /> <br />Background: <br /> <br /> As part of its 2020 State Legislative Package, the City of Portsmouth included a <br />request for state funding in the amount of $200,000 for a marketing campaign to promote <br />th <br />the 40 anniversary of the Children’s Museum of Virginia. <br /> <br />Discussion: <br /> <br />th <br /> The campaign was slated to launch in the summer of 2020 for the museum’s 40 <br />anniversary. With COVID-19 and the subsequent museum closure, the campaign will <br />now run from reopening through the summer of 2021. <br /> <br /> The campaign will leverage the museum’s already strong brand, build brand equity <br />and enhance the promotional offerings to a regional and national audience. <br /> <br /> The Portsmouth Museums Foundation has committed to a capital campaign to <br />reimagine, renew, and replace exhibits at the Children’s Museum of Virginia. This <br />enhanced marketing campaign will help the Foundation in its quest to raise private funds <br />for the museum. <br /> <br />Financial Impact: <br /> <br /> There is no local match required from the City of Portsmouth. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
