May 12, 2020 <br /> <br /> <br /> <br />Portsmouth Public Schools -- The City Council adopted the School Funding <br />Formula on February 25, 2020 which will provide the dedicated funding (local <br />contribution) moving forward for education. This local contribution of $56,725,696 may <br />change due to COVID-19 economic impacts on the City’s revenues. This information has <br />been shared in a letter to the Superintendent of Portsmouth Public Schools, City Council <br />and the Portsmouth School Board. A recommendation may include a quarterly <br />appropriation schedule approved by City Council contingent upon revenue collection <br />gains and/or losses (revenue true-up) beyond projected revenue estimates each quarter. <br />This funding in total for FY2021 for this purpose will not exceed the proposed local share <br />of $56,725,696. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the attached ordinances and resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The City Manager has ultimate responsibility and authority for the implementation <br />of the Annual Operating Budget and the Capital Improvement Plan. The Chief Financial <br />Officer has day-to-day responsibility for ensuring the budget is spent as appropriated by <br />the City Council. <br /> <br /> <br />The city will transfer on a monthly basis in equal amounts the local share of the <br />annual appropriation to the Portsmouth Public Schools. <br /> <br /> <br />The Annual Action Plan will be submitted to HUD by May 15, 2020. HUD has a 45- <br />day comment period and the FY 2021 Program Year will start July 1, 2020. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1. Tracey Boone, 942 Vermont Avenue, commented in opposition to proposed tax <br />increases. <br /> <br />2. Christopher Weiss, commented in opposition to proposed tax increases. <br /> <br />3. Dan Evans, 475 Water Street, commented in opposition to proposed tax increases. <br /> <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that the budget adoption be <br />delayed. <br /> <br />5. Danny Clair, 30 Harbor Road, commented in opposition to cutting benefits to retired <br />employees. <br /> <br />6. Nicole Carney, commented in opposition to proposed tax increases. <br /> <br />7. Tim Ferry, commented in opposition to proposed tax increases. <br /> <br />8.
