April 28, 2020 <br /> <br />2) Thank you for the time to bring to your attention my concerns as well as alternatives <br />to the rate increases of meals tax, parking, and utility fees. My name is Tony <br />Goodwin and I reside in the Park View Community and work in the city as a <br />commercial real estate agent. In the present situation we find ourselves looking <br />for alternatives to offset losses including but not limited to job loss, business loss, <br />and financial uncertainty for the near future. <br />Considering the proposed budget to add 1% increase on the meals tax does not <br />only put us at an unfair position with neighboring city's her on the Southside. It <br />also speaks volumes to the already battered restauranteur that after going on three <br />years of lost business due to no Harbor Center shows and along with the continued <br />increase of toll rates annually this at even only 1% makes it hard to understand <br />why now. <br />Secondly the increase of parking fees on meters and adding evening and weekend <br />parking rates seems counterproductive to the intent to enhance and draw more <br />customers even from the West which we were sold on back in 2010 over the <br />support of the tunnel contract. Until parking fees are added to the parking lots of <br />Chesapeake Square Mall and Harborview we should not consider this "nickel and <br />dime" approach. In fact as I was ask for input city staff last year I share the potential <br />of following the same program our neighbors in Virginia Beach Town Center offer <br />free timed parking with consistant and precise enforcement. With that said remove <br />all parking meters that only make about $90k per year with a overhead of staff and <br />maintenance but contract with a management company under the present Parking <br />Authority to provide modern equipment and manpower to oversee management <br />over all three parking districts on a 24hr basis. This also puts eyes and ears on the <br />street regularly that will maintain consistant enforcement and revenue. <br />Thank you for the time. <br />Tony Goodwin <br /> <br />20-108 <br />1) The elected have not shown the Budget for the DBHS where this money will be <br />used.
