<br />At a Called Meeting of the City Council on Tuesday, March 10, 2020, there were

<br />20 - 94 - The Mayor called the meeting to order and welcomed all in attendance:

<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 10, 2020 for the
<br />purpose of a Public Work Session.
<br />

<br />20 - 95 - The following items were discussed in Public Work Session:

<br />1. COVID - 19 - Dr. Lauren James, Portsmouth Health Director

<br />
<br />-There was a consensus of City Council to have a report back on the status of
<br />Community Housing Development Organizations in the city.
<br />
<br />3. Strategic Budget Initiatives - Dr. Patton, City Manager
<br />
<br />-City Council asked that City Manager Patton and staff start the conversation with
<br />the restauranteurs regarding a possible meal tax increase.
<br />
<br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager

<br />20 - 96 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark to go into closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with
<br />legal counsel pertaining to actual or probable litigation, where such consultation in open
<br />meeting would adversely affect the negotiating or litigating posture of the City, specifically
<br />regarding Integrated Management Group, LLC v. City of Portsmouth, Portsmouth Circuit
<br />Court Case Number 19002742 and Michael A. Moore v. City of Portsmouth, Portsmouth
<br />Circuit Court Case Numbers 19003403, 19003277 and 19004481.

<br />The motion was adopted by the following vote:
