<br />March 10, 2020 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 10, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />20 - 94 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 10, 2020 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />20 - 95 - The following items were discussed in Public Work Session: <br /> <br />1. COVID - 19 - Dr. Lauren James, Portsmouth Health Director <br /> <br />2. Community Development Block Grant/HOME - Jeff Crimer, Community Development <br />Manager <br /> <br />-There was a consensus of City Council to have a report back on the status of <br />Community Housing Development Organizations in the city. <br /> <br />3. Strategic Budget Initiatives - Dr. Patton, City Manager <br /> <br />-City Council asked that City Manager Patton and staff start the conversation with <br />the restauranteurs regarding a possible meal tax increase. <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />5. <br />City Council Liaison Reports <br /> <br />-Councilwoman Psimas - <br /> <br /> Economic Development Authority and Portsmouth Port and Industrial <br />Commission Joint meeting update. <br /> <br /> Military Affairs Committee Memorial Day Parade update. <br /> <br />-Councilman Battle - <br /> <br /> Behavioral Healthcare update. <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> Risk Management update. <br /> <br />-Councilman Glover - <br /> <br /> Race, Equity, and Leadership (REAL) Workshop, 9 a.m. - 4 p.m., Saturday, <br />March 21, 2020. <br /> <br />20 - 96 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark to go into closed meeting <br />pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with <br />legal counsel pertaining to actual or probable litigation, where such consultation in open <br />meeting would adversely affect the negotiating or litigating posture of the City, specifically <br />regarding Integrated Management Group, LLC v. City of Portsmouth, Portsmouth Circuit <br />Court Case Number 19002742 and Michael A. Moore v. City of Portsmouth, Portsmouth <br />Circuit Court Case Numbers 19003403, 19003277 and 19004481. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br /> <br />
