<br />February 25, 2020 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 25, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., *Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Shannon E. Glover, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />20 - 76 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 25, 2020 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />20 - 77 - The following items were discussed in Public Work Session: <br /> <br />1. State of Economy - Greg Grootendorst, Chief Economist, Hampton Roads Planning <br />District Commission (HRPDC) <br /> <br />2. Housing Strategy - Phillip Kash, Partner, HR&A / Sarah Kirk, Director, HR&A <br /> <br />3. City Assessor - Holt Butt, City Assessor <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />5. <br />City Council Liaison Reports <br /> <br />-Councilman Moody - <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> School Formula Funding update. <br /> <br />-Councilman Glover - <br /> <br /> Tidewater Community College update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br />20 - 78 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark to go into a Closed <br />Meeting pursuant to: <br /> <br />(A) Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal <br />counsel pertaining to actual or probable litigation, where such consultation in open <br />meeting would adversely affect the negotiating or litigating posture of the City, specifically <br />regarding Michael A. Moore v. City of Portsmouth, Portsmouth Circuit Court Case <br />Numbers 19003403, 19003277 and 190044811, and Integrated Management Group, LLC <br />v. City of Portsmouth, Portsmouth Circuit Court Case Number 19002742; and <br /> <br />(B) Virginia Code subsection 2.2-3711 A.6 for the purpose of discussion or <br />consideration of the investment of public funds where competition or bargaining is <br />involved where, if made public initially, the financial interest of the governmental unit <br />. <br />would be adversely affected, specifically regarding recreational facilities <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Glover pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br />
