February 25, 2020 At a Called Meeting of the City Council on Tuesday, February 25, 2020, there were present: Mayor John L. Rowe, Jr., *Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 20 - 76 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 25, 2020 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 20 - 77 - The following items were discussed in Public Work Session: 1. State of Economy - Greg Grootendorst, Chief Economist, Hampton Roads Planning District Commission (HRPDC) 2. Housing Strategy - Phillip Kash, Partner, HR&A / Sarah Kirk, Director, HR&A 3. City Assessor - Holt Butt, City Assessor 4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager 5. City Council Liaison Reports -Councilman Moody -  Portsmouth Port and Industrial Commission update. -Vice Mayor Lucas-Burke -  School Formula Funding update. -Councilman Glover -  Tidewater Community College update. -Councilman Clark -  Hampton Roads Regional Jail update. 20 - 78 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark to go into a Closed Meeting pursuant to: (A) Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding Michael A. Moore v. City of Portsmouth, Portsmouth Circuit Court Case Numbers 19003403, 19003277 and 190044811, and Integrated Management Group, LLC v. City of Portsmouth, Portsmouth Circuit Court Case Number 19002742; and (B) Virginia Code subsection 2.2-3711 A.6 for the purpose of discussion or consideration of the investment of public funds where competition or bargaining is involved where, if made public initially, the financial interest of the governmental unit . would be adversely affected, specifically regarding recreational facilities The motion was adopted by the following vote: Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion by Ms. Lucas-Burke, and seconded by Mr. Glover pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
