<br />20 - 70 - The Mayor called the meeting to order and welcomed all in attendance:

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 24, 2020, for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />

<br />School Board Members Present:

<br />Dr. Elie Bracy, III, Superintendent Portsmouth Public Schools

<br /> Mayor Rowe read a statement of heartfelt sorrow, followed by a moment of
<br />
<br />silence, for the Robinson family, who perished in a tragic car accident on
<br />Interstate 95 in Liberty County, GA, early Sunday morning.
<br />
<br />20 - 71 - The following items were discussed in Public Work Session:
<br />
<br />1. Joint meeting with the School Board - Claude Parent, Chairman
<br />
<br /> Superintendent’s Estimate of Needs FY 2020-21 - Dr. Elie Bracy, III,
<br />Superintendent Portsmouth Public Schools, and Mr. Theo Faulk, Chief
<br />Financial Officer Portsmouth Public Schools
<br />
<br />2. Talent Acquisition and Retention - Elizabeth Gooden, Director of Human Resources
<br />Management
<br />
<br />3. Capital Improvement Projects - James Wright, Director of Engineering
<br />
<br />4. FY2020 Financial Status Report - Patti Phillips, Interim Chief Financial Officer
<br />
<br />5. FY2021 Budget Drivers - Trey Burke, Budget Officer
<br />- There was a consensus of Council to get data on the gap of the unintended
<br />consequence for the extended bridge loan, and to find out what the loss for the
<br />next fiscal year is. Dr. Patton will report back.
<br />- Vice Mayor Lucas-Burke asked if, for the “599” State Law Enforcement Grant,
<br />the budget amendment was already taken into consideration. Dr. Patton will
<br />provide an update.
<br />
<br /> Councilwoman Psimas shared that during the Portsmouth Port and Industrial
<br />
<br />Commission meeting on Tuesday, February 25, 2020, at 8:00 a.m.,
<br />representatives from the Regional Navy Command will be in attendance.
<br />
<br />20 - 72 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into a Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 A.7 for the purpose of:
<br />
<br />Consultation with legal counsel pertaining to actual or probable litigation, where
<br />such consultation in open meeting would adversely affect the negotiating or litigating
<br />posture of the City, specifically regarding Michael A. Moore v. City of Portsmouth,
<br />Portsmouth Circuit Court Case Numbers 19003403, 19003277 and 19004481.
