<br />At a Regular Meeting of the City Council on Tuesday, February 11, 2020, there
<br />were present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br /> Councilman William E. Moody, Jr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of January 27, 2020, of a Called Meeting of January 28, 2020, and of a
<br />Regular Meeting of January 28, 2020, and was adopted by the following vote:
<br />
<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None

<br />- Public Hearing -
<br />
<br />20 - 54 - Public hearing on a use permit application:
<br />
<br />UP-19-17 PARKVIEW – Elaine F. Harris requests a Use Permit for a duplex
<br />located at 1038 Crawford Parkway. The property is zoned Historic
<br />Residential (HR) and contains a single-family detached dwelling. The
<br />Build One Portsmouth Comprehensive Plan’s Future Land Use Map
<br />designates this area for mixed residential development. The property
<br />is owned by Elaine F. Harris. Planning Commission recommends
<br />approval.

<br />1. Adan Ramos, 5712 Kingsmill Walk, presented the application.
<br />
<br /> Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to concur with the
<br />recommendation of the Planning Commission that UP-19-17 be approved on first reading,
<br />and was adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe

<br />- City Manager’s Report -
<br />
<br />20 - 55 - Adoption of an ordinance accepting $117,307.50 of Community
<br />Development Block Grant program income and $20,000.00 of HOME Investment
<br />Partnerships program income and appropriating said amounts in the FY 2020
<br />Community Planning and Development Program Fund.
<br />
<br />Background:
<br />
<br /> The City has received Community Development Block Grant program income
<br />generated by the sale of land in the amount of $117,307.50.
<br />
<br /> The City has received HOME Investment Partnerships program income generated
<br />by the repayment of a down payment and closing cost loan in the amount of $20,000.
<br />
<br /> The program income is a form of restricted federal funding and under HUD rules it
<br />must be appropriated to the FY 2020 Community Planning and Development Program
<br />Fund.
<br />
<br />Discussion:
<br />
<br /> The program income will be used for the purposes set forth in the FY 2020 Annual
<br />Action Plan, which was approved as part of the budget process.
