<br />February 11, 2020 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 11, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />20 - 51 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 11, 2020 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />20 - 52 - The following items were discussed in Public Work Session: <br /> <br />1. Hampton Roads Transit (HRT) /Ferry Landing - Leroy Padgett, Engineer, Ferry <br />Project Manager, HRT / Sybil Pappas, Chief Engineering and Facilities Officer, HRT <br /> <br />2. City Treasurer - Paige Cherry, City Treasurer <br /> <br />3. Community Meeting - Format - <br /> <br />4. Legislative Update - Solomon Ashby, City Attorney <br /> <br /> Senate Bill 993 and HB 599 discussion - Mayor Rowe <br /> <br />-There was a consensus of City Council to have a letter drafted to be sent to <br />the Virginia General Assembly requiring Health Department leadership to <br />have a medical degree. <br /> <br />-There was a consensus of City Council to have a letter drafted and sent to the <br />conferees asking for support of HB 599 budget amendment <br /> <br />5. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />. <br />6City Council Liaison Reports <br /> <br />-Councilman Glover - <br /> <br /> National League of Cities (NLC) Race, Equality, and Leadership (REAL) <br />Program proposal. <br /> <br />-Councilman Clark - <br /> <br /> School Board Liaison meeting update. <br /> <br />-Councilman Moody - <br /> <br /> Regional Advisory Panel – Transit Transformation Project. <br /> <br /> Hampton Roads Transportation Planning Organization/Planning District <br />Commission meeting update. <br /> <br />-Councilman Moody - <br /> <br /> The Retired Police and Firefighter Association asked that the following be <br />considered during the budget process: <br /> $1500 stipend. <br />o <br /> Continued Health Reimbursement Arrangement (HRA). <br />o <br /> <br />20 - 53 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark to go into a Closed <br />Meeting pursuant to Virginia Code subsection 2.2-3711 A. for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
