<br />January 27, 2020 <br /> <br />At a Called Meeting of the City Council on Monday, January 27, 2020, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., *Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby. <br /> <br />20 - 27 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, January 27, 2020, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />20 - 28 - The following items were discussed in Public Work Session: <br /> <br />1. Public Safety Year-Review - Angela Greene, Chief of Police <br /> <br />2. Minority Women and Small Business Enterprise Quarterly Report - Michael <br />Ammons, Purchasing Officer <br />- Councilman Battle asked for the total number of contracts, compared to the <br />M/WBE contracts. City Manager Patton will provide that update. <br /> <br />3. Smart Portsmouth - Daniel Jones, Chief Information Officer <br /> <br />4. Crawford Gateway Revitalization - James Wright, Chief Engineer <br />- There was consensus by Council to move forward with both projects, the <br />roundabout by City Hall and the dog park, and to place the roundabout on a <br />fast track for completion. City Manager Patton will provide an update on the <br />timeline. <br /> <br />20 - 29 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas to go into a Closed <br />Meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of: <br /> <br />Consultation with legal counsel pertaining to actual or probable litigation, where <br />such consultation in open meeting would adversely affect the negotiating or litigating <br />posture of the City, specifically regarding Michael A. Moore v. City of Portsmouth, <br />Portsmouth Circuit Court Case Numbers 19003403, 19003277 and 19004481. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />closed meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />On motion, meeting adjourned at 8:30 p.m. <br /> <br /> <br /> <br /> <br />
