January 14, 2020 <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUPPLEMENTAL FUNDS IN THE AMOUNT OF $4,401 <br />FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING <br />SAID FUNDS IN THE FY 2020 SOCIAL SERVICES FUND FOR USE BY THE <br />DEPARTMENT OF SOCIAL SERVICES FOR FAMILY PRESERVATION AND <br />SUPPORT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 18 - Adoption of a resolution adopting a policy governing the use of the City <br />Council Chamber. <br /> <br />Background: <br /> <br /> From time to time, City Council receives requests for the use of its Chamber. <br /> <br /> <br /> It is desirable to establish a formal policy to govern the grant or denial of requests. <br /> <br /> At the December 10, 2019 Public Work Session City staff made a presentation <br />regarding a proposed policy for use of the Chamber; the presentation analyzed the First <br /> <br />Amendment issues in play, and also surveyed the practices of neighboring localities. <br /> <br />Discussion: <br /> <br /> The policy proposed for City Council adoption tracks the proposal presented at the <br />December 10 City Council Work Session. <br /> <br /> The proposed policy makes clear that the Chamber will only be made available if <br />there is no scheduling conflict and the proposed use is consistent with the City’s obligation <br />to avoid the appearance of partisanship and the favoring of one viewpoint over another. <br /> <br /> The proposed policy also tasks the City Clerk, in consultation with the City <br />Manager and City Attorney, with monitoring requests to ensure compliance. <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> City staff will implement the adopted policy. <br /> <br />1.
