<br />December 9, 2019 <br /> <br />At a Called Meeting of the City Council on Monday, December 9, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. Lydia Pettis-Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 443 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, December 9, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 444 - The following items were discussed in Public Work Session: <br /> <br />1. Ocean Marine Update - Robert Baldwin, Deputy City Manager <br />- Mayor Rowe asked for City Manager Patton to share the Proffer document <br />referenced in the presentation with City Council, and documentation on the <br />current deed restrictions. City Attorney Ashby will provide information <br />regarding current laws about Proffers. <br />- Councilman Moody asked how many jobs and at what salary range the new <br />owner would provide. City Attorney Ashby will provide an update. <br />- Mayor Rowe asked for City Attorney Ashby to share at a later date how to <br />reconcile any requests from the new owner to vacate deed restrictions. <br /> <br />2. Poverty Taskforce Configuration - Gina Harris, Resilience Officer Poverty Taskforce <br /> <br />3. Community Budget Engagement - Dr. Lydia Pettis-Patton, City Manager <br /> <br /> There was a consensus of Council to bring a resolution to the January 14, 2020 <br /> <br />meeting and name Mt. Hermon Park after Bernard Griffin, Sr. <br /> <br /> With a consensus of Council it was confirmed for City Manager Patton to <br /> <br />continue corresponding with the REAL program facilitators to devote a full day <br />session on Race Relations during the City Council Retreat. <br /> <br /> There was a consensus of Council to offer December 31, 2019 as a paid holiday <br /> <br />for all City employees. <br /> <br /> Mr. Moody asked for consensus and a statement during Tuesday’s Council <br /> <br />nd <br />meeting regarding the support of the 2 Amendment Rights Sanctuary City. <br />Making such statement was not supported and it was concluded to conduct the <br />Council meeting as usual. <br /> <br /> With a consensus of Council signs for No Fishing/No Crabbing on the boardwalk <br /> <br />are not needed at this time. Mr. Moody asked for City Manager Patton to provide <br />an update on the shutdown of the City Park boat ramp. <br /> <br /> After concerned citizens brought the issue of Duck Blinds to Council’s attention, <br /> <br />there was a consensus of Council that appropriate measures and laws are in <br />place regarding Duck Blinds. <br /> <br />On motion, meeting adjourned at 7:52 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
