December 10, 2019 <br /> <br />19 - 455 - Adoption of an ordinance accepting Radiological Emergency <br />Preparedness Program funds in the amount of $700 from the Virginia Department <br />of Emergency Management and appropriating said funds in the FY 2020 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognizes the critical role of <br />emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer, and allow all of us to respond and recover <br />effectively and efficiently when an emergency or disaster occurs. <br /> <br /> The purpose of the Radiological Emergency Preparedness Program is to support <br />the activities of local emergency management agencies in establishing, maintaining and <br />operating emergency plans, programs and capabilities to deal with nuclear accidents, as <br />required by the Nuclear Regulatory Commission and the Federal Emergency <br />Management Agency with respect to nuclear power stations. <br /> <br />Discussion: <br /> <br /> The Department of Fire, Rescue and Emergency Services has received an award <br />of $700 from the Virginia Department of Emergency Management, through its <br />Radiological Emergency Preparedness Program. <br /> <br /> This funding will be used to purchase and maintain equipment to enhance our <br />HAZMAT Team’s response capabilities to radiological incidents. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> <br /> The City Manager will execute the Grant Agreement. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING RADIOLOGICAL EMERGENCY PREPAREDNESS <br />PROGRAM FUNDS IN THE AMOUNT OF $700 FROM THE VIRGINIA DEPARTMENT <br />OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY <br />2020 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br />19 - 456 - Adoption of an ordinance transferring the sum of $57,992 from the Salary <br />line item of the Department of Fire, Rescue and Emergency Services section of the <br />FY 2020 General Fund budget to the FY 2020 Grants Fund to serve as the required <br />local match for a Local Emergency Management Program grant. <br /> <br />Background: <br /> <br /> By Ordinance 2019-86 adopted on October 22, 2019, City Council accepted and <br />appropriated a Local Emergency Management Program grant in the amount of $57,992 <br />to the FY 2020 Grants Fund. <br /> <br /> The LEMP grant provides federal funding on a reimbursable basis, and requires a <br />dollar-for-dollar local match. <br /> <br /> The match was originally appropriated in the Salary line item of the Department of <br />Fire, Rescue and Emergency Services section of the FY 2020 General Fund budget <br />adopted in May 2019. <br /> <br /> <br /> <br /> <br /> <br /> <br />
