December 10, 2019 At a Regular Meeting of the City Council on Tuesday, December 10, 2019, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. Pastor Marc Neppl opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Rowe called the meeting to order and welcomed all in attendance. Motion by Ms. Psimas, and seconded by Mr. Clark, to approve the minutes of a Called Meeting of November 25, 2019, of a Called Meeting of November 26, 2019, and of a Regular Meeting of November 26, 2019, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe Nays: None - Presentations -  Special recognition of Department of Social Services Foster Parents.  Presentation of special lapel pins to newly appointed board and commission members. - Public Hearing - 19 - 452 - Public hearing on rezoning and use permit applications: - (a) Z-19-06 WOODLAND PARKMark Houston Ricketts, of AES Consulting Engineers, is requesting to rezone approximately 31.4 acres located at 409 McLean Street from Neighborhood Mixed Use Conditional (NMU-K) to High Density Urban Residential (UR-H) in order to build 197 residential townhouse units. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for mixed residential. The property is owned by the Portsmouth Economic Development Authority. 1. JoAnn Clark, 4717 Thornwood Street, voiced her concern with several aspects of this project. 2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. 3. Cliff Paige, 465 Primrose Street, spoke in opposition to this item. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to concur with the recommendation of the Planning Commission that Z-19-06 be approved on first reading, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe Nays: None - (b) UP-19-16 WOODLAND PARKMark Houston Ricketts, of AES Consulting Engineers, requests a Use Permit to construct 197 townhouse residential units on approximately 31.4 acres located at 409 McLean Street. The property is zoned Neighborhood Mixed-Use Conditional (NMU-K) and the applicant is concurrently proposing a rezoning to the High Density Urban Residential (UR-H) zoning district. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for mixed residential. The property is owned by the Portsmouth Economic Development Authority.
