December 10, 2019 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 10, 2019, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, Elizabeth M. Psimas, Nathan <br />J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br /> Pastor Marc Neppl opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Clark, to approve the minutes of a <br />Called Meeting of November 25, 2019, of a Called Meeting of November 26, 2019, and <br />of a Regular Meeting of November 26, 2019, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br />- Presentations - <br /> <br /> <br /> Special recognition of Department of Social Services Foster Parents. <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- Public Hearing - <br /> <br />19 - 452 - Public hearing on rezoning and use permit applications: <br /> <br /> - <br />(a) Z-19-06 WOODLAND PARKMark Houston Ricketts, of AES Consulting <br />Engineers, is requesting to rezone approximately 31.4 acres located <br />at 409 McLean Street from Neighborhood Mixed Use Conditional <br />(NMU-K) to High Density Urban Residential (UR-H) in order to build <br />197 residential townhouse units. The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates this property <br />for mixed residential. The property is owned by the Portsmouth <br />Economic Development Authority. <br /> <br />1. JoAnn Clark, 4717 Thornwood Street, voiced her concern with several aspects of <br /> this project. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />3. Cliff Paige, 465 Primrose Street, spoke in opposition to this item. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to concur with the <br />recommendation of the Planning Commission that Z-19-06 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br /> - <br />(b) UP-19-16 WOODLAND PARKMark Houston Ricketts, of AES Consulting <br />Engineers, requests a Use Permit to construct 197 townhouse <br />residential units on approximately 31.4 acres located at 409 McLean <br />Street. The property is zoned Neighborhood Mixed-Use Conditional <br />(NMU-K) and the applicant is concurrently proposing a rezoning to <br />the High Density Urban Residential (UR-H) zoning district. The <br />Future Land Use Map of the Build One Portsmouth Comprehensive <br />Plan designates this property for mixed residential.
